The Federal Bailiff Service (FSSP) plans to send 11.5 billion rubles by 2023. on the digital transformation of their work, including the use of artificial intelligence to search for debtors and collect information about them, Kommersant reported with reference to the FSSP digital transformation program published on the FSIS KI portal.

According to the program, the FSSP plans to launch a chat bot to interact with people in 2022. In 2023, the agency wants to speed up the filling of its databases using mobile automated workstations (AWPs). The bailiffs will be able to quickly find debtors and build a route to them using the Federal Information Address System.

In 2021, 365 million rubles will be allocated. for the purchase of video cameras, tablets and recorders with which the bailiffs work. In 2022, 380.5 million rubles will be allocated. for the development of mobile workstations. Digitalization should help speed up processes and unload employees: up to 90% of judicial restrictions should be lifted an hour after debt repayment, 80% of resolutions in 2023 should be drawn up automatically, personal reception of citizens will take no more than ten minutes per person. The duties of the FSSP include assisting collectors in obtaining money, property or securities from debtors and monitoring the timely payment of fines. According to the service, in 2020 the bailiffs collected unpaid traffic fines from motorists in the amount of 14.5 billion rubles. Every month in Russia 200 thousand enforcement proceedings are initiated to collect fines, 75% of which can be obtained.

According to experts, the digitalization of the FSSP will free employees from routine tasks and reduce the risk of errors, but it is too early to completely trust the decision on debt collection to technologies.
