From Empty Seats to Inclusive Access: The Origins of Cultures du Cœur Gironde
Cultures du Cœur was founded in 1998, born from a national law addressing social exclusion and a simple, yet powerful observation: nearly 20% of the population lacked access to cultural experiences, despite numerous empty seats in performance venues. The organization initially tackled this disparity by establishing a solidarity ticket office, which later expanded to include comprehensive cultural mediation programs.
In gironde, the association’s establishment was spearheaded by it’s founder,a former director of ANPE Spectacle in Paris.Recognizing the underutilization of cultural spaces, this individual embarked on a journey across France, connecting with cultural stakeholders and establishing local associations positioned to serve those most in need.
“Culture, for us, is broad,” explains a senior official with the organization, encompassing not only traditional arts but also sports and leisure activities. Cultures du Cœur operates through a dual network: forging partnerships with cultural operators to secure tickets for shows, matches, and concerts, and collaborating with social, medical, and educational organizations to distribute these opportunities to their beneficiaries.
currently, cultures du Cœur Gironde boasts a robust network of approximately 180 partners, including 111 from the social and medico-social sector and 71 cultural partners as of 2024. Projections for 2025 indicate a network expansion to include around 90 cultural operators and 132 relays, exceeding 200 partners overall. the association actively provides on-site assistance, conducting outreach directly within social structures to connect individuals with cultural opportunities and provide support to
where apart from other branches of the national network is its emphasis on field actions. These include not only cultural meetings and the Lier Festival but also “career paths” – visits designed to introduce participants to cultural professions and facilitate interactions with industry professionals. These initiatives move beyond simple access to foster genuine cultural appropriation and sustained engagement.
The Lier Festival: A Model for Inclusive Artistic Experiences
The Lier Festival originated in 2018 through a collaboration between Cultures du Cœur Gironde and a collective of artists known as “Links,” who sought to connect with underserved audiences. For three years, the organization worked closely with these artists to develop a festival specifically tailored to the needs of individuals supported by social and medico-social relays.
The festival distinguishes itself by bringing artistic performances directly into these relay centers, creating intimate and welcoming environments for exchange. As 2024, the festival has also incorporated “in situ neighbors,” inviting residents from surrounding communities to participate, fostering cohesion and challenging preconceived notions. The festival culminates in a free, open-to-all event featuring workshops, activities, and a final concert, with beneficiaries actively involved as volunteers.
Empowering Professionals and Securing the Future
Cultures du Cœur Gironde also invests in the professional advancement of social workers and relay representatives, providing training in cultural mediation and equipping them with the tools to overcome barriers faced by their clients. this support includes short courses, “mediation breakfasts” for peer-to-peer discussion, and video-based training resources. An annual “Inter-Partner Forum” further facilitates collaboration between cultural operators and social relays, fostering direct project development.
Looking ahead, Cultures du Cœur Gironde remains committed to gathering feedback from partners and beneficiaries to refine its programs and address evolving needs. The organization is actively seeking sponsorship and donations to sustain its operations, acknowledging the challenges posed by the current economic climate. “We encourage feedback and testimonials…to continue to improve our system and stay as close as possible to the needs of the territory,” a spokesperson affirmed.
