Google is setting strict new memory thresholds and code optimization rules for Android apps distributed through the Play Store, taking effect in February 2027. The policy shifts aim to tackle persistent device performance issues driven by rising memory costs and hardware supply constraints.

Hardware supply constraints and climbing memory costs are forcing a major shift in how mobile applications are built and managed on Android devices. As hardware prices climb and users increasingly opt for devices with leaner specifications, poorly optimized software is creating noticeable performance bottlenecks across the ecosystem.

New Memory and Code Optimization Thresholds for Play Store Apps

Beginning in February 2027, developers must adhere to strict performance ceilings across three specific areas. Dynamic memory usage will monitor private data storage consumption while apps run actively or sit in the background. Bitmap memory rules will restrict how much storage graphics and images occupy when they are not actively visible to the user. Meanwhile, DEX code optimization will require developers to shrink their core code so applications load faster and consume fewer system resources overall.

The policy changes respond to what Google describes as significant hardware supply constraints affecting device memory availability. Those constraints come as demand for memory chips rises across AI data centers and other computing infrastructure. Google is giving developers new tools in the Play Console that can identify when an app exceeds the required memory thresholds. Developers can then use those warnings to adjust code and reduce resource consumption before the requirements begin affecting app quality assessments. More diagnostic tools are scheduled to arrive later this year, including additional information from Android’s Memory Limiter, which is designed to prevent apps from consuming excessive device memory.

Applications that exceed these limits won’t be banned, but they’ll face reduced visibility and fewer publishing capabilities on the Play Store. The company says the changes are intended to help apps remain stable, particularly on lower-cost Android phones where memory capacity may be more limited.

Zero-Tap Sign-In Restoration and Device Migration Upgrades

Buried in this same announcement is a useful upgrade for users who switch phones. By April 2027, Play Store apps with optional or mandatory sign-in will need to support Zero-Tap Sign-In, which requires apps to automatically restore your login when you move to a new Android device. The requirement uses Google’s Restore Credentials API to automatically restore a user’s authenticated state during device migration.

The feature eliminates the requirement to re-enter passwords for every app after an upgrade. The requirement applies to apps distributed through Google Play that use account-based sign-in. While standard applications must implement the restoration process alongside the new performance standards over the coming months, games are exempt for now, and Google says dedicated guidance for game sign-ins is coming sometime in 2027.

Industrywide Hardware Pressures and the Road Ahead

The strict new thresholds reflect a broader scramble to handle component scarcity. It’s worth noting that Google itself already trimmed RAM on its Pixel 11 Pro lineup, dropping from 16GB to 12GB, a sign of how serious this shortage has become industrywide. By forcing software developers to trim excess resource consumption, the ecosystem aims to preserve device stability, particularly on lower-cost phones where memory capacities remain heavily constrained.
