The Governor of Thiruvananthapuram, Arif Muhammad Khan, has made the unprecedented decision to send seven bills passed by the Legislative Assembly to the President for approval. This includes a bill to curtail the powers of the Lokayukta and two bills to remove the governor from the post of chancellor of universities.

The decision was made while the Supreme Court is considering a case filed by the state government against the governor for not taking a decision on these bills. This is the first time in history that seven bills are being sent to the President together.

The Supreme Court had previously criticized the Governor’s indefinite detention of bills passed by the Assembly and directed the Kerala Governor’s Additional Chief Secretary to read the verdict criticizing the Punjab Governor. The Raj Bhavan’s decision to inform the Supreme Court that the Governor has taken a decision on important bills comes after the court’s criticism.

The Governor’s decision on the bills was made by postponing a trip to Delhi. The bills include an amendment to reduce the powers of the Lokayukta, University Amendment Bills, a bill to increase the number of members of the Search Committee for selection of Vice-Chancellors, a bill to give voting rights to administrators of milk co-operative societies, and the appointment of a retired judge by the Governor instead of a sitting District Judge as a University Appellate Tribunal.

The decision to send these bills to the President marks a significant development in the ongoing power struggle between the Governor and the state government. The approval or rejection of these bills by the President will have a far-reaching impact on the governance of the state.
