Gyeongbuk Province Paves the Way for Low-Carbon Steel with Hydrogen Reduction Strategy

A new initiative by the Gyeongbuk Provincial Council aims to position the region as a leader in sustainable steel production, leveraging its unique energy infrastructure and addressing the growing global demand for environmentally responsible manufacturing.

The Gyeongbuk Provincial Council’s Hydrogen Reduced Steel Activation Plan Research Group unveiled its ‘Gyeongbuk-type hydrogen reduced steel conversion strategy’ on Thursday, outlining a roadmap to secure the future competitiveness of the local steel industry amidst tightening environmental regulations and the implementation of the Carbon Border Adjustment System (CBAM). The study acknowledges the significant investment required for hydrogen reduction steelmaking – a technology demanding large-scale research and development alongside substantial private investment – but highlights Gyeongbuk’s advantageous position.

The region’s strength lies in its established metal material industrial belt, connecting key cities like Pohang, Gyeongju, Yeongcheon, and Gumi, coupled with access to energy sources including the Uljin nuclear power plant and East Coast wind power. This robust energy base provides a critical foundation for transitioning to hydrogen-based steel production.

Hydrogen reduction steelmaking stands out as the most effective method for drastically reducing carbon dioxide emissions – exceeding 95% compared to traditional blast furnace processes – making it a crucial component of the steel industry’s low-carbon transition. According to the research conducted by the Korea Institute for Industrial Relations, while local governments face limitations in independently pursuing this technology, Gyeongbuk’s specific advantages offer a viable pathway.

Discussions at the briefing session centered on practical considerations, including securing land within existing POSCO facilities, expanding energy supply infrastructure to meet increased electricity demand, fostering public awareness to build national consensus, and streamlining regulatory processes. The research group intends to establish a firm institutional framework for a Gyeongbuk-style low-carbon steel production base through the enactment of relevant ordinances and the allocation of administrative and financial support.

“Hydrogen reduced steel is a survival strategy for the Gyeongbuk steel industry and a core technology for national industrial competitiveness,” stated Representative Lee Chil-gu. “This study is the first step in setting the direction of administrative and financial support for Gyeongbuk, and we will continue to strengthen the support and role of the provincial council in the future to lead a great transformation of the local industry.”

The initiative aligns with broader regional developments, including Gyeongbuk Province’s preparations for the ‘Post-APEC 2025 Gyeongbuk Investment Conference and Global Vision Summit’ and the recent recognition of the Gyeongbuk Development Corporation with a grand prize for urban construction at the ‘2025 Korea Local Autonomy Innovation Awards.’ These efforts collectively demonstrate Gyeongbuk’s commitment to innovation and sustainable economic growth.
