Here are the main measures that will be submitted to parliamentary debate this fall during the examination of this Social Security financing bill (PLFSS).

Health: “prevention” and “access to care”, key words

The national health insurance expenditure target (Ondam) should continue to increase in 2023: the PLFSS sets this increase at 3.7% excluding expenditure linked to the health crisis, which sets the amount at 243.1 billion euros. euros. Measures included in the bill are therefore intended to be clarified during the National Council for the refoundation and negotiations of the medical convention between Medicare and liberal doctors.

“No savings on the hospital”: this is the commitment hammered out at Bercy, this Monday, during the press conference presenting the PLFSS. The issue is to “Give health facilities time to rebuild” after the health crisis, we defended in the office of the Minister of Health, François Braun. The bill sets, among other objectives, that of “strengthen the regulation of temporary work”recalling its major financial impact on the budgets of establishments: for the hospital, its annual cost rose from 500 million euros in 2013 to 1.4 billion in 2018. This regulation must intervene in particular at the start of the process, after graduation.

“Preventive shift”: in terms of prevention, we find – unsurprisingly – the measures revealed by the press in recent days. Starting with the establishment of “prevention course” around three health appointments at the key ages of life (20-25, 40-45 and 60-65 years old), and screening without a prescription for sexually transmitted infections (with 100% coverage up to at age 26). Free emergency contraception for adults is also listed.

Tobacco Control: after two years of stability, the price of a pack of cigarettes “will rise like inflation”, Prime Minister Elisabeth Born announced on Monday. It is expected that the average package price, “today from 10.15 euros”increases by “50 cents in 2023 and 35 cents in 2024”which the “will increase to 11 euros”, said Bercy during the presentation of the PLFSS.
