Hezbollah Denounces Israeli Strike on Southern Lebanon, Citing Escalation in Targeting Civilian Infrastructure

A Lebanese Hezbollah department condemned a recent attack by the Israeli military in the southern town of Joya, Lebanon, on Sunday, December 14, 2025, resulting in the death of a municipal council member, Zakaria Al-Haj. The incident has sparked concerns over a deliberate targeting of local governance and essential services in the region.

Escalating Tensions in Southern Lebanon

The “Municipal Work File,” an internal administrative department within Lebanese Hezbollah focused on municipal affairs, released a statement Monday, December 15, 2025, characterizing the attack as a “dangerous escalation” in the targeting of municipal structures and local institutions in southern Lebanese villages. According to the statement, the strike is part of a “systematic aggressive policy” intended to intimidate those involved in municipal work and disrupt their ability to serve their communities.

“This attack falls within the framework of a systematic aggressive policy aimed at terrorizing those working in municipal affairs and discouraging them from performing their duties towards the people of their towns,” a senior official stated. The department further asserted that the Israeli military demonstrates “no distinction in its attacks between civilians and local officials who perform a purely service and humanitarian role.”

Violation of International Law

The targeting of municipal council members was described as a “flagrant violation of international laws and conventions” and a direct attempt to undermine the resilience of southern villages. The department issued a call to action, urging the Lebanese government, the Ministry of Interior, and municipalities to fulfill their responsibilities and implement measures to protect local authorities and those working in local affairs.

This attack occurs amidst a broader pattern of increased Israeli military activity in southern Lebanon. The Israeli military has reportedly intensified its targeting of civilian areas, infrastructure, and essential services, including municipalities, in what is perceived as an effort to disrupt daily life and exert pressure on the population.

Municipalities as a Vital Lifeline

Municipalities in southern villages are considered crucial for maintaining stability and providing essential services during times of crisis. Despite facing ongoing security risks and repeated attacks, these local governments play a vital role in delivering aid, coordinating relief efforts, and addressing the needs of residents. Targeting these institutions is therefore viewed as a deliberate tactic of intimidation aimed at civilians and their governing bodies.

“Targeting members of municipal councils is a direct attempt to strike the components of steadfastness in the southern villages,” the statement read.

Continued Sovereignty Violations

The Israeli military continues to violate Lebanese sovereignty through ongoing air, land, and sea incursions, including artillery strikes and attacks on civilian areas and infrastructure. These actions represent repeated breaches of United Nations Security Council Resolution 1701, which called for a cessation of hostilities and the withdrawal of Israeli forces from Lebanon. The statement also noted the “international silence” surrounding these ongoing violations.
