Kochi ∙ High Court warned against police misconduct. Justice Devan Ramachandran clarified that the superiors who did not take action are also guilty and will not hesitate to take action against them. An order is not enough, officials must obey it. The court also observed that despite the DGP’s code of conduct, there was bad behavior by the policemen.

The court expressed its displeasure with the current report submitted regarding the code of conduct. It was also suggested that the action report should be submitted again. The DGP has advised that force should not be used except in cases prescribed by law. The state police chief also clarified that if force is required as part of official duties, it should be lawful.

District police chiefs should visit all police stations at regular intervals. When persons are brought to the stations in connection with cases, crimes, etc., legal procedures should be completed. Sub-Divisional Police Officers and Station House Officers will be responsible for ensuring that medical examinations are done correctly. The DGP had also directed that all procedures specified in the Kerala Police Act should be followed in such cases.
