Hungary’s sole nuclear power facility, the Paks plant, teeters on the brink of a historic shutdown as the Danube River plunges to record-low water levels amid a punishing Central European heat wave. The Drying Danube Threatens Paks Nuclear Infrastructure
Europe’s brutal summer heat wave has transformed major waterways into shallow, sluggish channels, bringing an unprecedented energy crisis to Central and Eastern Europe. The crisis centers squarely on the Paks nuclear power station, a Soviet-built facility located roughly 60 miles south of Budapest that normally generates approximately 50% of Hungary’s electricity, according to CBS News. Unlike nuclear plants in Western nations that rely on giant hourglass-shaped cooling towers to recirculate water from smaller rivers, Paks was engineered to draw cooling water directly from the Danube River.
That design choice has become a severe vulnerability. With a severe drought persisting across the region for more than three months, water levels on the Danube have shattered historical records. As of Wednesday morning, three of the plant’s four reactors are offline, while the remaining reactor operates at roughly 50% power, CBS News reported. Prime Minister Péter Magyar warned that further output reductions are imminent and the entire plant will likely be powered down by Tuesday or Wednesday, marking the first time in the facility’s 44-year history that it faces a complete shutdown.
Emergency Government Action and National Energy Conservation
The looming shutdown is the first major test for Magyar’s young government, which took office after a landslide election earlier this spring. Visiting the plant site, Magyar acknowledged the severe stakes while calling for a collective national effort to manage the shortfall. There are a few critical days left. To stabilize the grid and conserve power during the crisis, the Hungarian government ordered more than 300 government-linked buildings in Budapest to turn off their lights, leaving popular tourist landmarks like Buda Castle and the Chain Bridge dark after sunset. Magyar’s party has also recommended suspending parliamentary sessions planned for Monday and Tuesday to save energy.
Large commercial energy consumers have stepped up as well. Meanwhile, the government urged households to avoid running heavy appliances such as washing machines and tumble dryers between 5 p.m. and 10 p.m. to ease peak pressure on the electrical grid.

Hungary’s predicament is mirrored across the Danube basin as record-low levels disrupt trade, tourism, and power generation in multiple countries.

In neighboring Romania, low Danube water levels previously forced the shutdown of two reactors at the Cernavoda nuclear power plant, prompting a nationwide state of emergency.
To offset domestic generation losses at Paks, Hungary has nearly doubled its electricity imports from neighboring countries utilizing Europe’s highly interconnected power grid. While the government noted that the electricity market remains stable and supply is problem-free for now, the financial burden of purchasing imported power is currently being absorbed by the new government rather than passed on to consumers.
Water Forecasts and Uncharted Territory Ahead
River forecasts indicate that conditions could deteriorate further before any relief arrives. A reading of negative 134 centimeters mandates the complete shutdown of the plant.
