A sprawling investigation in Turkey has uncovered an alleged espionage network with ties to a prominent opposition politician, Ekrem İmamoğlu, and accusations of illicit financial activity, voter manipulation, and intelligence sharing with foreign powers. The findings, released in a statement by the Istanbul Chief Public Prosecutor’s Office, center around businessman Cemallettin Gün and implicate individuals connected to İmamoğlu’s 2019 mayoral campaign.

A financial investigation conducted by MASAK, Turkey’s financial crimes investigation board, revealed a complex web of transactions linked to Gün. Despite lacking a documented commercial enterprise,Gün allegedly moved significant sums of money – both domestically and internationally – withdrawing 85 million Turkish Liras in cash without a clear accounting of its use. Investigators found no corresponding trading records to explain the financial activity.
Further compounding concerns, the investigation uncovered communication contacts between Gün and individuals previously subjected to legal proceedings related to the FETO/PDY and PKK/KCK terrorist organizations, as well as consular officials from various countries. Handwritten notes and documents attributed to Gün detailed meetings with individuals and institutions across Turkey, alongside references to a past coup attempt and ongoing unrest in other nations.
Links to FETO Leadership and Foreign Intelligence
The investigation alleges a direct connection between Gün and Mustafa Özcan, described as a senior figure within the FETO/PDY institution and its alleged “imam” in England. According to the statement,Gün reportedly received guidance from Özcan and relayed facts pertaining to Turkey to individuals believed to be operating on behalf of foreign intelligence agencies.
A particularly concerning finding involved correspondence between Gün and a foreign intelligence officer via “Wickr,” a highly secure encrypted messaging application similar to bylock, previously used by members of FETO. The foreign intelligence officer allegedly sent Gün a surreptitiously obtained photograph featuring two former Turkish ministers.
İmamoğlu Campaign and Alleged Criminal Enterprise
The investigation’s scope broadened to include allegations surrounding Ekrem İmamoğlu’s 2019 mayoral campaign in Istanbul. Evidence suggests a “profit-oriented criminal organization” was established to secure funds for İmamoğlu’s potential presidential bid. Gün and another suspect, Necati Özkan, are accused of collaborating with the campaign to leak confidential voter information.
According to the prosecutor’s statement, İmamoğlu himself contacted Özkan through the same encrypted communication channel, issuing instructions related to “digital intelligence collection” and the activation of 70,000 volunteers. A disturbing claim alleges that the phone of Murat Ongun,a key campaign figure,was compromised with spyware,allowing for the interception of private conversations with İmamoğlu. “It is indeed very critically importent not to take his phone to the campaign meetings,” one message reportedly stated.
Investigators assert that the organization created detailed voter profiles by analyzing electoral districts and shared this information with foreign intelligence services – actions characterized as espionage. Evidence suggests Gün and İmamoğlu held joint meetings, further solidifying the alleged connection.
Media Manipulation and Further Detentions
The investigation also implicated media personality Merdan Yanardağ, alleging he collaborated with Gün to manipulate the 2019 elections in favor of İmamoğlu, receiving benefits in exchange for shaping media coverage. Yanardağ is accused of actively working with foreign intelligence services to influence the electoral process.
Warrants have been issued for İmamoğlu and Özkan, who were already detained on separate charges, to be questioned regarding the espionage allegations.Yanardağ has also been detained, and searches have been conducted at his home and workplace. Gün, currently incarcerated, will be transferred to the Istanbul Police Department for further interrogation regarding his alleged leadership role within the criminal organization.
