“On March 26, 1992, the Committee of Self-Defense Forces of Nagorno Karabakh was established under the leadership of Serzh Sargsyan.
Self-Defense Committee (SDC), a temporary body for the management of the military sphere under the NKR Council of Ministers.
It was established on March 26, 1992, on the basis of Article 24 of the Law on the NKR Council of Ministers, for the development and implementation of urgent measures to ensure the security and defense of the republic.
Serzh Sargsyan was appointed as the chairman of the defense committee, which developed the committee’s charter, structure and nomenclature.
The Defense Committee organized its activities based on the decisions and orders of the NKR Central Committee and the Council of Ministers. In 1992-1993, urgent measures were implemented under the initiative and leadership of the Defense Committee. unification of self-defense squads, creation of material and technical base, acquisition of weapons and equipment, regulation of supply, etc.
By the decree of the President of the IPU of August 14, 1992, a new organizational structure of the IPU was established, regular units (battalions, divisions), Defense Regions were created.
The Defense Committee took an active part in the planning and management of military operations (liberation of Shushi, neutralization of Aghdam military base, etc.). He published the official newspaper “Martak Sheshta”. The Defense Committee operated until November 10, 1993, when the Defense Committee was created by order of the Chairman of the State Defense Committee.
The command staff and the headquarters of the Armed Forces were filled mainly with members of the Defense Committee.
