The State Revenue Committee informs that from October 1, 2023, changes were made in some legal regulations in the Russian Federation (referring to customs duties on exports of goods from countries other than the Republics of Armenia, Belarus, Kazakhstan and Kyrgyzstan), as a result of which Article 304, Clause 5 of the EAEU Customs Code on the basis of sub-point 2 of the clause, in case of transporting these goods from the Russian Federation to the Republic of Armenia by land transport, the operations of their formalization under the customs procedure “Customs transit” (including the registration of the transit declaration) are subject to implementation by the customs office serving the location of the entity sending the goods (in other words, the seller of the goods). in the body, that is, from October 1, 2023, the customs operations (registration of the transit declaration) of these goods can no longer be carried out at the border customs points of exit from the Russian Federation (including the Upper Lars customs point), as was the case before October 1, 2023 :

Taking into account the above, it is necessary to keep in mind that the transit declarations for the above-mentioned goods are subject to submission to the customs authority of the location of the entity sending the goods, since the implementation of the mentioned customs operation at the border points of the Russian Federation (including the crossing point of Upper Lars) the customs authorities of the Russian Federation will not implement.
