The central government has officially realigned its financial backing for battery-powered two-wheelers, scaling the planned support package back from initial proposals of Rp5 juta per vehicle. Minister of Finance Purbaya Yudhi Sadewa outlined the updated framework during discussions in Jakarta, confirming on Thursday, August 20, that the state has earmarked a total of Rp3 triliun to subsidize domestic adoption.

Budget Realignment and Scaling Down the Incentive

Manufacturing Bottlenecks and Production Reality

While state planners designed the funding pool around a massive fleet rollout, current industrial output dictates a much slower pace of distribution. Purbaya noted that domestic assembly lines simply do not possess the throughput to exhaust the Rp3 triliun allocation before the calendar turns.

Purbaya Yudhi Sadewa, Minister of Finance, remarked that national motorcycle production capacity has not yet reached 1 million units, noting that some factories only produce 20,000 and estimating that output will likely reach at most 100,000 units by the end of the year.

Nevertheless, the administration remains flexible, indicating that officials will monitor uptake closely and open the door to additional funding if market demand outpaces current projections, with Purbaya stating that he would consider later whether the budget could be increased.

Timeline Friction and Industry Warnings

The rollout target is set for September 2026, pending the formal release of a Peraturan Menteri Keuangan (PMK) document, as Purbaya discussed during a visit to the DPR in Jakarta on Tuesday, August 18. Minister of Industry Agus Gumiwang Kartasasmita previously noted at the Presidential Palace in Jakarta on Monday, August 17, that his ministry is technically ready but waiting for the PMK to be issued by the Ministry of Finance. However, industry representatives argue that a late third-quarter launch introduces administrative hurdles that could blunt the policy’s intended impact.

The Asosiasi Industri Sepeda Motor Listrik Indonesia (AISMOLI) cautioned that compressing the distribution window leaves manufacturers with minimal time to market the program to prospective buyers. Public Relation & Event Executive Riniwaty Sinaga pointed out during a meeting in Jakarta on Thursday, August 20, 2026, that consumers require adequate runway to learn about purchasing incentives before quotas are exhausted or funding cycles reset at year-end.

Riniwaty Sinaga, Public Relation & Event Executive AISMOLI, explained that by the time consumers become interested, they would find out that the quota has already been closed because the end of the year is approaching.

Industry advocates emphasize that policy certainty and immediate execution remain paramount. According to the association, rolling out financial support within a one-to-two-month window of initial announcement prevents the market hesitation that typically accompanies delayed regulatory paperwork, with Riniwaty stating that they always talk about certainty, so that ideally the program can be implemented the very next day after being announced, or at the very latest within a month or two.

Coordinating Ministries and Infrastructure Integration

Bridging the gap between financial allocation and industrial execution requires close alignment between the Ministry of Finance and the Ministry of Industry. Purbaya previously stated his intention to coordinate directly with Minister of Industry Agus Gumiwang Kartasasmita to advance the program.
