A new initiative aims to equip Chilean citizens with the skills needed to navigate the complexities of the internet and foster responsible digital citizenship.
Chile is embarking on a comprehensive effort to enhance digital literacy across its population, beginning with a new campaign titled “The Internet is a Sea of Possibilities.” Launched under the Citizenship and Digital Literacy Plan 2025,a collaborative effort between the Ministry of the General secretariat of Government and the Ministry of Education (MINEDUC),the program seeks to bridge the digital divide and empower individuals to engage safely and effectively online.
Addressing a Critical skills Gap
The campaign’s initial phase commenced at the Santa Cruz de Triana Technical High School in Rancagua, with plans for rapid expansion to other educational institutions and communities nationwide. The impetus for this initiative stems from concerning data revealed by an International study of Digital and Data Competence (ICILS) conducted in 2024. The study found that 40% of Chilean students demonstrate a low level of computational skills and struggle with the critical evaluation of online information.
“Believing that children do not need education or support in digital environments is dangerous, since it involves abandoning them in a world without tools to face the risks that arise on the internet,” a senior official stated, underscoring the urgency of the situation.
Intergenerational Dialog as a cornerstone
A key component of the “Internet is a Sea of Possibilities” campaign is the promotion of intergenerational dialogues. These discussions aim to bring together individuals of all ages within educational communities to explore both the opportunities and challenges presented by the internet and digital technologies. The goal is to collaboratively develop strategies for practicing responsible and truthful Digital Citizenship.
The inaugural meeting brought together government representatives, school administrators, and regional education leaders, including Carlos Carrasco, the Government SEREMI, and Alyson Hadad, the SEREMI of Education of O’Higgins. Hadad emphasized the ministry of Education’s commitment to fostering Digital Citizenship, defining it as “the development of knowledge, skills and attitudes so that people can exercise their digital rights and strengthen democratic coexistence through safe, responsible, participatory, creative, critical and reflective use of digital technologies.”
Four Pillars of Digital Empowerment
The campaign’s curriculum is structured around four core dimensions:
- Critical and reflective digital literacy: Developing the ability to analyze and evaluate online information.
- Digital care and responsibilities: Understanding online safety, privacy, and ethical considerations.
- Digital citizen participation: Promoting active and informed engagement in online communities.
- Digital creativity and innovation: Encouraging the use of digital tools for creative expression and problem-solving.
Expanding Reach and Government Support
The initiative has already been replicated at the Rancagua Girls’ High School, with the participation of Erwin Díaz Asenjo, the undersecretary General of Government, during a regional visit. A government spokesperson highlighted the campaign’s alignment with president Boric’s governance’s goals, stating, “We are very happy to have participated in this intergenerational meeting… continuing with the seal of president Boric’s government in order to promote a democratic conversation where critical thinking is central to advancing the construction of a more democratic, fair and free.”
The “Internet is a Sea of Possibilities” campaign represents a significant investment in Chile’s future, recognizing that digital literacy is no longer a luxury, but a basic requirement for full participation in modern society.
