This commitment lays the foundations for Chapala to truly become a cluster of the audiovisual industry, following up on the commitment of past years but which was forgotten by previous governments. For this reason, Alfaro Ramírez mentioned, that, through the State Entertainment Agency of Jalisco and its Filma Jalisco Directorate, the commitment is reaffirmed to continue promoting the film industry this 2024, one year after the launch of the Filma Jalisco public policy. carried out in January 2023.

“What we are doing today is undoubtedly historic, we announced the entire work program that we are going to follow at FILMA Jalisco, but at the same time, that program and that great commitment has as its central component, on the one hand, the renewal, expansion and improvement of the Mario Molina Technological Institute in Chapala, but especially the start-up and construction of the Chapala University Center,” said Alfaro Ramírez.
“What we are doing is an achievement of all of you, it is a commitment of Jalisco, not of a political party, not of a ruler, this must be defended with whoever comes after me, with whoever comes after the rector because This belongs to our state, this does not belong to anyone. This is a bet in which we have to believe and in which we have to sustain ourselves. May the ecosystem of the audiovisual industry of audiovisual production in Jalisco defend what has been achieved,” he specified.
Despite the reduction of the Federal Government that eliminated the Film Investment and Stimuli Fund (Fidecine) and the Fund for Quality Film Production (Foprocine), adding a total of 206 million 424 thousand 130 pesos, the State Government maintains its commitment to the film industry with various support groups that will enhance the development and growth in the entity and place the entity in the national and international spotlight.
Since 2019, a total of 18 million pesos (mp) have been awarded to 120 projects from the Call for Support for Fiction, Documentary and Animation Feature Films, from the Filming Commission of the State of Jalisco; the state budget for audiovisual productions was increased; The Filming Law of the State of Jalisco was created in February 2021 and the Organic Law of the AEEJ was reformed to create the Filma Jalisco Directorate.
In addition, the Filma Jalisco public policy was launched, which has made it possible to increase the economic impact in this sector by 470 percent; registering in 2018 a total of 150 productions with a spill of 143.3 million pesos to move to 2023 with 198 productions and a total of 817.8 million pesos of spill.
This strategy, which seeks to turn the state into the most solid film hub in the country and Latin America, is made up of the pillars: Fondo Filma, Eventos Filma, Punto Filma and Academia Filma.
The state president pointed out that the Film Fund had an investment of 121 million 280 thousand 064 pesos, generating a spill of 817 million 852 thousand 386 pesos, and the creation of 1,641 direct and indirect jobs in 198 productions.
He explained that, through Punto Filma, facilities are provided for the use of public venues and spaces protected by the state government for filming. In 2023 alone, 198 productions, 933 permits and 574 locations were used.
Filma Events allowed Jalisco to host the Ariel Awards for the first time in 2023; This strategy provides accompaniment and support for the organization and attraction of national and international events of the film industry in Jalisco.
That is why, during the announcement, Alfaro Ramírez maintained that the next big step for the consolidation of Academia Filma will be that, together with the University of Guadalajara (UdeG), the Chapala Media Park, after almost 14 years of abandonment, will be will become a new University Center. This reactivation will allow the training of talent with technical and specialized skills that respond to the needs of the entity’s film industry, the linking networks between educational institutions, human capital and the state’s film industry will be strengthened and the Chapala area as a cluster of training and specialized spaces of the film industry.
In addition, the Chapala Media Park forum will be renovated by the UdeG; as well as study plans will be reoriented in the professional training of the careers offered at the CECYTEJ El Salto campuses; Conalep and the ITMM of Chapala. Added to this policy is that the entity has a wide educational offer that consists of more than 153 study programs; 17 thousand students in 22 technical careers related to the industry and 20 technical programs and skills certification with 20 teaching axes. Among the institutions that will train this talent are the Mario Molina Technological Institute, Iteso, Caav, Tec de Monterrey, the Autonomous University of Guadalajara (UAG), among others; where degrees in Animation are offered; Visual Production; Cinematography; Digital Cinema, to name a few.
All of the above combined with the spaces for learning and networking promoted by the Government of Jalisco through its Open Innovation Platform (PLAi), such as the continuous training program in technologies, the innovation and multimedia production laboratories, as well as the workshops and audiovisual and animation training programs at Ciudad Creativa Digital (CCD).
Jalisco has historically positioned itself as an attractive destination for productions, with a tradition forged over decades by creators, artists, directors and actresses, landscapes, symbols and festivals, such as the Guadalajara International Film Festival, as well as iconic locations such as the Cineteca and the Cineforo.
New CU Chapala in the old Chapala Media Park Regarding the new headquarters of the Chapala University Center, the rector of the University of Guadalajara, Ricardo Villanueva Lomelí, celebrated this agreement that adds to the great achievements between the highest study houses and the Government of Jalisco during the current administration.

As a commitment of the University of Guadalajara, the rector Villanueva reported that, within the cultural agenda of this institution, they will install a movie theater with screenings of new releases in each university center throughout the entity, since there are municipalities that screening companies they do not want to cover, so audiovisual art will be brought closer to municipalities throughout Jalisco.
CU Chapala consists of 76 classrooms in five buildings, 4 of them new.

Increases Cash Rebate and support for film production in Jalisco
Enrique Alfaro reported that for the second consecutive year the State Government invites national and international production companies to participate in the call to access the Cash Rebate, a unique incentive in Mexico to support the film and audiovisual industry that has a total purse of 150 million pesos. . Likewise, seed capital will be promoted with 16 million and other incentives of 10 million 100 thousand pesos, which gives a total of just over 176 million pesos, which means an increase of 46 percent in support for the industry.
Starting April 9 and until May 21, Cash Rebate offers reimbursement of what was spent on a film and/or audiovisual production in the state of Jalisco of up to 40% in expenses directly linked to the production and up to 20 % in expenses indirectly related to production (accommodations and transfers spent in the state).
For large industries, the reimbursement is up to 20 million pesos in series, 15 million pesos in films, 2 million pesos in other expenses and up to 1 million pesos in post-production and VFX; while for small industries the reimbursement is up to 5 million pesos for cinematographic works and fiction, documentary and/or unscripted series. It also has 1 million pesos for post-production and VFX, as well as 1 million pesos in other expenses.

The call for Seed Capital has 16 million pesos allocated to risk capital for animated, fiction and documentary feature films, of which up to 3 million pesos may be allocated per film; 1 million pesos in support for the rewriting of fiction feature film scripts and up to 100 thousand pesos per script; 2 million pesos of support for the production and post-production of animated, fiction and documentary short films, and up to 200 thousand pesos per production. This call will be open from April 9 to 29.
