Prime Minister Andris Kulbergs has nominated Edgars Gorkšs to lead the State Chancellery, setting up a cabinet vote for October 13. However, Jaunā Vienotība has asked to delay the confirmation to question the candidate about his career background.
The position of State Chancellery director is a high-ranking civil service post in Latvia, managing the central government apparatus that supports the prime minister and the cabinet. The leadership vacancy opened after the previous director, Raivis Kronbergs, left his post following his arrest in May during a timber industry investigation.
Selection Process Narrows Eighteen Applicants To Three Finalists
Following an application pool of 18 candidates narrowed down to nine for the second round, a special evaluation commission selected three finalists for the final phase. The evaluation commission’s membership included Baiba Bāne, state secretary at the Ministry of Finance; Inese Gailīte, acting director of the State Chancellery, deputy director for legal acts, and head of the Legal Department; Normunds Mežviets, chief of the State Security Service; and Andžejs Viļumsons, state secretary at the Ministry of Foreign Affairs.
The final three candidates included Ieva Jaunzeme, former director-general of the State Revenue Service and current sectoral attaché at the Central Finance and Contracting Agency, and Agita Kalviņa, director of the State Administration School, alongside Gorkšs. The commission evaluated leadership competencies such as strategic vision, decision-making capacity, result orientation, change management, and team leadership before forwarding their findings to the prime minister.

Prime Minister Seeks Data-Driven Government Reforms
Prime Minister Andris Kulbergs stated that he expects the State Chancellery to evolve into a data-centric center capable of accelerating executive decisions.
Jaunā Vienotība requested that the cabinet postpone the appointment to allow time for direct questioning during a faction meeting.
“On behalf of the faction, I have asked that his appointment not be considered next week and I have invited him to a faction meeting. We need to get answers to a great many questions before his candidacy can be considered at a Cabinet of Ministers meeting,” Jurēvics said according to TVNET.
Elīna Šverna, a communications adviser to the prime minister, confirmed that the confirmation remains officially scheduled on the agenda for the cabinet’s upcoming session.
Professional Background In Sports Administration And Leadership
The hesitation from political allies stems from public disclosures regarding Gorkšs’s career history. Information provided by the State Chancellery indicates that his previous experience within public and municipal institutions has been concentrated primarily in the sports sector.
Gorkšs currently serves as the director-general of LDDK and has headed the Jūrmala Football School since 2020. His past leadership roles include serving as president of the Latvian Football Federation, executive director of the Latvian Team Sports Games Association, and board member of the Latvian Sports Federations Council.
