Swiss Inheritance Tax Initiative Faces “Label Fraud” accusations
Table of Contents
A contentious initiative slated for a public vote on November 30, 2025, is sparking debate over its perhaps misleading title. Dubbed “For a Future” by its proponents, the proposal has drawn criticism for obscuring its core aim: a 50 percent tax on inheritances exceeding 50 million Swiss francs.
The Core of the Debate
The upcoming vote will present swiss citizens with two initiatives. Alongside the “For a committed Switzerland (Service citoyen initiative)” is the “Initiative for a Future,” which has become the focal point of controversy. Critics allege the title is a deliberate attempt at “label fraud,” designed too downplay the notable inheritance tax at the heart of the proposal.
Alternative Names and Framing
in public discourse, the initiative is frequently referred to as the “inheritance initiative” or the “Juso initiative” – a nod to its origins with the Young Socialists (Juso). However, opponents have adopted more pointed labels, including the “expropriation initiative” (used by business associations), the “socialist expropriation initiative” (from the FDP), the “enrichment initiative” (SVP), and even the “envy initiative” (as labeled by Daniel Jositsch).
The choice of name, according to the initiators, is a strategic effort to “frame” the issue positively. As a campaign specialist told 20 Minutes years ago, “Initiative titles can be compared to voting posters. They’re supposed to direct emotions in a certain direction.” The Juso aimed to leverage words like “social,” “fair,” and “future” to enhance the initiative’s appeal.
Limited Oversight of Initiative Titles
Despite regulations prohibiting “misleading” titles or “commercial or personal advertising,” intervention by the Federal Chancellery is rare. The most prominent case occurred in 1999, when the initiators of the “The free Word” template were compelled to revise their title after it was deemed too vague, obscuring the initiative’s focus on banning racial discrimination.
A History of Contested Titles
The issue of misleading initiative titles is not new to Swiss politics. In 2018, opponents of the “For Food sovereignty” initiative argued that Switzerland’s reliance on imports made complete “food sovereignty” unattainable. Similarly, the SVP’s “10 million initiative,” presented as a sustainability measure, concealed its aim of ending free movement with the EU once Switzerland reaches a population of ten million.
other examples include the “Dairy Cow Initiative” – later renamed “For fair transport financing” on the advice of the Federal Chancellery – and the “Ecopop” initiative, officially titled “Stop overpopulation – to secure the natural basis of life,” both of which faced widespread criticism for their framing.
