Karpowership affair: Jeannot Kalima facing DGR investigators

by time news

DIG/ Bad times for the Minister of Energy and Hydraulic Resources.

According to the confidences of the media Africa Intelligence in its delivery of October 28, 2024, investigators from the Directorate General of Research are currently looking into the role played by Jeannot Kalima in the arrival of the Turkish ship Karpowership in Gabon.

On May 10, 2024 in Libreville, reports our colleague, the day of the arrival of the Turkish delegation led by Ali Hjaiej, (vice-president of Karpowership International), Jeannot Kalima would have summoned the director of the SEEG, his deputy, Guy Georges Ngamamba, as well as his legal team to encourage them to sign with Karpowership during the day.

The tense discussions ended during the night in the SEEG premises, with the legal team attempting to amend certain clauses of the contract.

The day after, faced with the reluctance displayed by the Ministers of Economy and Public Accounts, Mays Mouissi and Charles M’ba, to provide their countersignature, Jeannot Kalima is said to have managed to obtain favorable arbitration from the presidency.

Cautious, Joël Lehman Sandoungout would have refused to affix his signature.

But here it is, reports Africa Intelligence, the government would try to reverse its signature, considering that the contractual clauses now constitute a potential financial pit for the SEEG, already heavily in debt.

The calculation key included in the contract results in the sale of electricity to SEEG at 123 CFA francs/kWh, compared to 55 today.

You should know that the agreement between the two parties provided for the production of electricity via an expensive ship-power plant system anchored off the coast of Libreville.

But, six months later, it is still not connected to the network.

The work would be seriously delayed due to disagreements between the two parties over the advance of installation costs.

For its part, Karpowership ensures that it works in “close collaboration” with SEEG, and affirms that “Commercial operations will begin at the end of November.”
