Ustaz Khalid Basalamah Testifies to KPK in Hajj Quota Corruption Probe

Director of Uhud Tour questioned for nearly eight hours.

Ustaz Khalid Zeed Abdullah Basalamah, director and owner of PT Zahra Oto Mandiri (Uhud Tour), appeared before the Corruption Eradication Commission (KPK) at the Red and White Building in Jakarta on Tuesday, Sept.9,2025.He was examined as a witness in an alleged corruption case related to the allocation and management of Hajj quotas. Basalamah stated he considered himself a victim of PT Muhibbah, owned by Ibn Mas’ud, a travel agency involved in the case.

Claims of Victimhood amidst Hajj Travel Offer

Basalamah explained that his group initially planned to go on Hajj via the Furoda category. Though, he said, Ibn mas’ud offered an option to use PT MuhibbahS travel services, which were presented as having an official quota from the Ministry of Religion.

“We have departed every year with Furoda. Only when we have paid Furoda, we will leave, are ready. The congregation is also ready. Well, Ibnu Mas’ud from PT Muhibbah came offering to use this visa (special quota) by saying it was an official visa. The official quota,” Basalamah recounted.

What is the Hajj quota case? The case involves alleged corruption related to the allocation and management of quotas for the Hajj pilgrimage.

He added that he and 122 pilgrims from Uhud Tour accepted the offer. This was based on the assurance that it was an official arrangement from the Ministry of Religion. Consequently, he registered as a pilgrim with PT Muhibbah.

Premium Facilities Alleged

Basalamah stated that the facilities provided by Travel Muhibbah Mulia Tourism felt like those of a special Hajj, rather than a regular one.

“Facilities are like furoda, not (like regular hajj), directly to the VIP as of the special (Hajj) earlier,” he said.

This appearance followed a previous summons from the KPK that Basalamah was unable to attend. He arrived at the KPK building wearing all-black attire, accompanied by four individuals.
