Kristi Noem Shifts to Senior Advisor Role at the State Department

Former Homeland Security Secretary Kristi Noem has concluded her role as special envoy for the Shield of the Americas initiative, according to the State Department. While her envoy designation expired last month, Noem remains within the agency as a senior advisor to Deputy Secretary of State Christopher Landau, continuing her work on the hemispheric security portfolio.

Transition to Senior Advisor at the State Department

The change in Noem’s status was confirmed by the State Department on October 15, 2026. A department official stated that while her specific envoy status expired last month, she retains a role within the administration. Noem herself addressed the shift on the social platform X, noting that her assignment as special envoy was always a six-month appointment.

State Department spokesperson Tommy Pigott characterized the transition as a standard bureaucratic process. There’s always these types of changes that happen, Pigott told NewsNation. This is part of what’s happening with these positions. But, certainly, we remain dedicated to implementing the president’s agenda across the board. Pigott declined to provide specific details regarding the scope of her revised responsibilities as a senior advisor, though he maintained that she would remain dedicated to the president’s agenda.

Shield of the Americas Initiative and Diplomatic Activity

President Donald Trump established the Shield of the Americas in March 2026 as a coalition of the United States and various Caribbean, Central, and South American nations. The initiative is designed to foster cooperation on economic matters, anti-cartel enforcement, and national security. In September, President Trump described the alliance—which includes nations such as Argentina, Bolivia, Chile, Colombia, Costa Rica, the Dominican Republic, Ecuador, El Salvador, Guyana, Honduras, Panama, Paraguay, Peru, and Trinidad and Tobago—as the largest and most powerful alliance for economic and national security ever to convene in the Western Hemisphere.

During a meeting on the sidelines of the United Nations General Assembly in New York last month, Trump publicly recognized Noem’s contributions, stating, I want to thank Kristi Noem for doing a really terrific job. On September 22, she met with Ecuadorian President Daniel Noboa, whose government publicly identified her as the special envoy for the coalition.

Tenure at the Department of Homeland Security

Noem’s move to the State Department followed her departure from the Department of Homeland Security in March 2026. Her tenure as DHS secretary was marked by significant controversy. Lawmakers questioned the spending during Congressional hearings, and President Trump subsequently fired her after indicating he had not approved the campaign. Sources told CNN that Trump wasn't thrilled with it, a sentiment echoed by Sen. John Kennedy of Louisiana, who questioned Noem about the president’s involvement shortly before the president called her to relay his decision to terminate her employment.

Additional tensions arose from aggressive immigration enforcement operations in Minneapolis at the end of 2025 and early 2026, which resulted in the shooting deaths of two U.S. citizens, Renee Good and Alex Pretti. Her association with advisor Corey Lewandowski also prompted a House Democratic investigation into his influence. Lewandowski, who served as her right-hand man in an unpaid role as a special government employee, has denied allegations that he attempted to profit from government contracts. Following her firing, President Trump immediately announced he was selecting then-Senator Markwayne Mullin of Oklahoma to replace Noem as the head of the Department of Homeland Security.
