Thousands of employees, pensioners and other taxpayers for whom the Independent Public Revenue Authority pre-filled the income tax returns with all the required data for their electronic submission and even pre-cleared them, are unable to submit the specific returns.

These are categories of married taxpayers, mainly employees and pensioners, with no income from other sources, except interest on deposits, or married taxpayers with meager incomes from salaried employment, in which at least one of the two spouses is entitled to a tax refund.

According to what was announced by the leadership of the Ministry of National Economy and Finance and the Administration of AADE, these taxpayers could submit their ready pre-filled returns with one click or they could not submit them at all but wait for him to submit them on behalf of the AADE, on July 2, so theoretically they were freed from the stress of submitting the declarations.

In reality, however, electronic submission of their returns is impossible and any immediate collection of the tax refund or crediting of the refund to outstanding debts, even if the other spouse is entitled to it, cannot be done.

“Refusal”

The reason for this is the fact that at least one of the two spouses has not declared the IBAN number of a bank account to AADE.

In every attempt to submit these declarations, the TACHISnet system “refuses” to proceed with the liquidation and sends an automatic message which is usually addressed to the spouse of the liable taxpayer and states the following:

“You have not declared an IBAN number or the one you have declared is not grammatically valid. Based on your statement, a credit balance is determined and you are obliged to notify the IBAN number of your bank account to the Tax Administration by submitting an electronic Responsible Declaration on the digital portal myAADE//”Registry and Communication”//”IBAN Account Statement”.

It is pointed out that the spouse/MSA enters with his/her own access codes to the respective application. In the case of a joint account, it may be declared by up to two beneficiaries”.

Unblock statements in seven steps through TACHISnet

To unblock statements:

  • Those spouses who have a bank account in their own name, even as co-authors with their spouses, should register this account on the TACHISnet platform, using their own passwords in their own section and following the steps below:
    1. After logging into the system, from the main menu they must click on the option “Register and Contact”.
    2. To click on the “IVAN Account Statement” option to enter the electronic platform for declaring the account details.
    3. To select (click on) “Change” to activate the electronic declaration form of the account details.
    4. To take a photo with their smartphone of the first page of the bank account book, on which their name, as beneficiary or co-beneficiary, and the IVAN number of the account is written.
    5. Upload the photo to the account declaration platform as prompted by the system in the declaration form.
    6. Enter their account number in the relevant field, which must be the same as the one in the uploaded photo.
    7. To select (click on the option) “Register”, in order to complete the submission of the data to AADE.
  • Those spouses who do not even have a bank account, should go to the bank branches to open bank accounts and then declare to the AADE the details of these accounts, with the process we described above, so that their statements are unblocked. This, however, entails a huge inconvenience, since in any case an appointment must be made at a bank branch in order to carry out the process of opening a bank account, which requires the submission of various supporting documents (a tax return from the previous year, proof of residential address, etc.) as well as an immediate deposit of a minimum amount of 30-40 euros to activate the account!
