Latvia Launches €40 Million Support Program for Eco-Friendly Vehicles

Latvia is accelerating its transition toward a low-carbon economy with the launch of a €40 million state support program designed to put more environmentally friendly vehicles on the road. The initiative, spearheaded by the Ministry of Climate and Energy (KEM), aims to reduce the nation’s reliance on imported fossil fuels while providing significant financial incentives for citizens to switch to electric, plug-in hybrid, or hydrogen-powered transport.

The program is currently in its critical first phase: the registration of vehicle dealers. Starting this week, transport sellers must submit their applications to the Environmental Investment Fund (VIF), the agency tasked with managing the grants. Base support for a single vehicle ranges from €3,000 to €9,000, depending on the vehicle type and the buyer’s social status. For holders of the Honor Family certificate with more than three children, the state is providing an additional €1,000 for every subsequent child. This tiered approach ensures that the most vulnerable or largest families can access the technology required for long-term cost savings on fuel and maintenance.

The funding for this initiative is derived from the Emission Trading System (ETS) revenue, a mechanism specifically reserved for the implementation of green technologies. To qualify for the donation bonus, owners must provide a CSDD (Road Traffic Safety Directorate) document confirming the transfer of ownership to a non-governmental organization, a copy of the transit number card, and a copy of the Ukrainian customs declaration confirming the vehicle’s entry into Ukraine.

Recognizing the needs of larger families and commercial utility, the ceiling is raised to €60,000 (excluding VAT) for vehicles with six or seven seats.
