Legacy Health, Advanced Practice Providers Reach Second Tentative Agreement After Overwhelming Rejection of First Proposal

A second tentative agreement was reached Tuesday between Legacy Health and its advanced practice providers, following a near-unanimous rejection of a previous contract offer. The deal, brokered with the assistance of the Oregon Nurses Association, aims to address concerns over wages, working conditions, and respect for these vital healthcare professionals.

Nearly 90% of eligible union members voted against the initial agreement, signaling deep dissatisfaction with the terms presented. The Oregon Nurses Association cited a range of issues, including what they described as “bad-faith bargaining tactics,” a perceived lack of professionalism directed toward advanced practice providers, and concerns over pay equity alongside “excessive compensation” for Legacy Health executives.

A “Major Shift” in Negotiations

The newly reached agreement is being hailed as a significant step forward. According to the union, it represents a “major shift by Legacy Health” in its approach to negotiations. Key components of the proposed contract include:

  • Across-the-board raises for all advanced practice providers.
  • A clarified provision regarding compensation for extra shifts worked.
  • Enhanced compensation for those working night and extended shifts.
  • The establishment of a labor-management committee designed to foster improved communication and proactively address workplace challenges.

If ratified, this would be the first collective bargaining agreement for advanced practice providers at Legacy Health, encompassing physician associates, nurse practitioners, certified nurse midwives, and clinical nurse specialists.

Cooling-Off Period Contingency

Should the second agreement fail to gain ratification, both the Oregon Nurses Association and Legacy Health have agreed to a 90-day cooling-off period. During this time, advanced practice providers would return to work, but would be prohibited from striking while negotiations continue.

Legacy Health has affirmed its commitment to continued bargaining during any potential cooling-off period, according to a company release. Voting results are anticipated to be public as early as Saturday, with employees expected to return to work no later than Sunday, ensuring uninterrupted benefits coverage.

A Milestone for Healthcare Workers

The Oregon Nurses Association believes that ratification of this second agreement would represent a landmark achievement for healthcare workers not only in Oregon, but also in Southwest Washington. It underscores the growing movement toward collective bargaining and improved working conditions within the healthcare industry.
