Speaker of the House of Representatives, Abdullah Al-Masry Al-Fadil, in his capacity as a member of the Inter-Parliamentary Union meeting in Geneva”>Association of Secretaries-General of National Parliaments, participated in the meeting of the Association of Secretaries-General of National Parliaments, within the framework of the 149th General Assembly meetings of the Inter-Parliamentary Union held in Geneva, Switzerland.
The head of the House of Representatives Office gave a speech during the meeting, in which he spoke about “the management of overlapping competencies between parliamentary committees in legislative work,” in which he reviewed the importance of parliamentary committees in legislative work and their role in crystallizing Parliament’s legislative and oversight work, as they are the most important permanent bodies within Parliament and which represent a basic pillar. To all legislation and laws, in addition to exercising its supervisory functions based on the competencies it exercises and derived from constitutional texts or internal regulations.”
He explained, “The presence of a legal framework that regulates its work and defines its competencies helps a lot in resolving conflict and conflict of competencies between parliamentary committees regarding their legislative and oversight role.”
The head of the House of Representatives office pointed out that “the bylaws of the Libyan House of Representatives issued pursuant to Law No. (4) of 2014 AD have devoted an entire section to the parliamentary committees in the House, which includes the mechanism and tools of their work in terms of their names, details of their tasks, the mechanism of their formation, their number, and the number of members of each committee,” explaining “All of these committees have a follow-up and oversight role in their field of competence.”
The head of the Bureau of the House of Representatives explained that “the Bureau of the Libyan House of Representatives, which represents the General Secretariat in the Council, has great tasks and responsibilities towards the parliamentary committees, including providing technical services and consultations, providing research, coordinating work among them, organizing their meetings in a way that guarantees their success, and providing support and legal advice to them when A conflict of jurisdiction occurs.”
At the conclusion of his speech, the head of the House of Representatives Office stressed that “the issue of conflicting jurisdictions in parliamentary committees, whether these committees are permanent, sub-committees, or temporary, is governed by the parliament’s internal regulations, which outline the limits of the jurisdiction of each committee, the mechanism for sharing work with other committees, the mechanism of communication between them, and how to manage sessions.” Within parliamentary committees when presenting common topics and proposals between them.”
