Portuguese Minister of Administration Internal Luís Neves faces mounting political pressure and a possible motion of censure over controversies involving seized luxury vehicles, an undeclared family car, and a delayed chemical destruction order, even as he defends his actions as fully compliant with the law.
The political landscape in Portugal has grown increasingly tense around Minister of Administration Internal Luís Neves. Facing rising pressure from the opposition, potential parliamentary censure, and scrutiny from the presidency, Neves has found himself at the center of multiple investigations and public controversies stretching from his previous tenure leading the Polícia Judiciária to his current ministerial post.
Seized Cars and Operational Assets Under Scrutiny
At the heart of the current inquiries is the use of high-value assets seized during criminal investigations. Among the active inquiries being analyzed by the Ministério Público is a VW Golf GTD valued at 40 mil euros, which belonged to convicted drug trafficker Rúben Oliveira, known as Xuxas. Oliveira was arrested in 2022 and subsequently sentenced to 20 years in prison in a high-security facility in Monsanto. Neves has continued to drive the seized vehicle, a practice that began during his time leading the Polícia Judiciária and carried over into his role in the government.
Public broadcaster SIC previously reported on a document signed by Neves on July 24, 2022, declaring that various items found in the trafficker’s residence—including televisions, sofas, and gym equipment—possessed utilidade operacional
and could be legally used by the police. The Polícia Judiciária confirmed that such items remain in police custody and use until a final judicial decision is rendered, reverting to owners only if they are acquitted.
To facilitate continued use by the ministry, the Polícia Judiciária transferred the Golf GTD through a bailment contract. The Entidade de Serviços Partilhados da Administração Pública forwarded the necessary documentation to the police, making the agency responsible for managing the asset. Neves defended the practice, arguing that utilizing seized property prevents depreciation and ensures that the proceeds of crime directly serve society. The Trailer Controversy and Chemical Destruction Costs
Beyond vehicles, Neves has faced intense questioning regarding an impounded trailer and delayed chemical destruction orders. The Ministério Público classified the trailer case as urgent, prompting sharp attacks from Chega leader André Ventura, who likened the minister to a kind of Al Capone and raised potential drug-trafficking connections. Neves dismissed those allegations as abusive, maintaining that there were not even grounds to be formally named a formal suspect.
Corroborating details emerged from the Ministry of Justice, led by Rita Alarcão Júdice, in response to parliamentary inquiries from Chega. The ministry explained that a private company submitted a quotation of 144.456,93 euros including VAT, for destroying the seized chemical products. The Polícia Judiciária lacked the specific budgetary allocation in December 2024 to cover that expense without disrupting normal operations. A separate internal process is underway to determine why the immediate destruction order was not executed.
Neves added that the trailer remained safely stationed until a suitable solution could be arranged, noting that no payments were made for transport, storage, or conditioning.
Political Fallout and Upcoming Parliamentary Scrutiny
The accumulation of controversies has drawn pressure from the presidency and threats of a parliamentary censure motion from Chega. Politologist Paula do Espírito Santo suggested in comments to the press that the most effective way for the government to deflate opposition messaging would be for Neves to testify before a future parliamentary inquiry commission in a non-ministerial capacity. Meanwhile, during an official visit to Madeira celebrating the anniversary of the Regional Command of the PSP, Neves rejected criticisms regarding police staffing shortages, pointing to long-term personnel planning.
