The United Kingdom has issued temporary licenses allowing transactions with two Bulgarian subsidiaries of the Russian energy company LUKoil, a move intended to stabilize Bulgaria‘s fuel supply and maintain operation of its sole oil refinery. The decision, reported by european Pravda and based on information from Reuters, underscores the complex geopolitical considerations surrounding energy security in Eastern Europe.
the British Financial Sanctions Authority granted the special licenses, permitting companies and banking institutions to engage in transactions with the LUKoil structures through February 14, 2026. These specific entities are responsible for the sale and distribution of fuel within Bulgaria, as well as the management of the crucial oil refinery located in Burgas.
This action coincides with the appointment of a special overseer by Bulgarian authorities to monitor LUKoil’s assets within the country.The official received the necessary powers on Friday, signaling a heightened level of scrutiny over the Russian company’s operations. Together, Bulgaria has formally requested a temporary exemption from American sanctions targeting LUKoil, with a response from Washington anticipated by the end of Friday.

Previously, reports indicated that Romania is exploring options to take control of LUKoil’s assets to circumvent potential US sanctions. Furthermore, the American investment firm Carlyle is reportedly evaluating opportunities to acquire LUKoil’s foreign assets following the imposition of US sanctions.
