Titre: “Recruitment of an Individual Consultant for improving the business climate and popularizing reforms to investors”

The Government of the Republic of Guinea has received funding from the International Development Association (IDA) in the amount of one hundred (100) million US dollars, to cover the cost of the Commercial Agriculture Development Project in Guinea (PDACG). It intends to use part of the sums granted under this loan/grant to finance the Consultant Services contract for improving the business climate and popularizing reforms to investors.

Objectives of the Cabinet Mission

A. OBJECTIF GENERAL : Support the Directorate responsible for Investment Promotion within APIP-Guinea in the work of identifying, implementing and monitoring reforms to improve the business climate, as well as popularizing them.

The establishment of a clear procedure to collect, identify and analyze information and data on the reforms and measures adopted by the Guinean Government to improve the business environment and popularize them in order to make the country more attractive to local investors and foreigners. The consultant will also have the mandate to propose a mechanism to allow the APIP to suggest reforms to be adopted by ministerial departments in line with the international standards established in the rankings for measuring the ease of doing business of international reference and the information provided by investors in contact with APIP

B. SPECIFIC OBJECTIVES:

Specifically, the national consultant will be responsible for:

• Analyze the business environment in Guinea (weight of the informal sector, level of competition, business regulations, governance and integrity in business, the main constraints to investment, etc.)

• Evaluate the impact of the main key reforms implemented over the next ten years on the private sector (reduction of costs, procedures and time spent on procedures)

• Propose a procedure for collecting, listing and analyzing information and data on business climate reforms;

• Develop a new approach with the technical executives of the ministries for better monitoring of reforms;

• Address the constraints linked to the business climate in Guinea;

• Present to the national and foreign private sector the business climate and investment opportunities (stimulation of foreign direct investments – FDI and local direct investments – LDI) particularly in the agricultural sector;

• Answer investors’ questions and reassure them about Guinea’s economic prospects;

• Participate in the influence of national branding with the promotion of Guinea as a destination of choice for private investments;

• Strengthen the Investment Promotion Department within APIP-Guinea with competent local expertise.

Consultant Tasks

At the end of his mission within the Investment Promotion Department of APIP-Guinea, the national consultant must have carried out the following tasks:

Carrying out an in-depth assessment of reforms on the business climate in Guinea, identifying obstacles and opportunities for businesses; Development and implementation of a procedure to collect, identify and analyze information and data on reforms and measures adopted by the Guinean Government to improve the business environment; Design and content of a dashboard for monitoring the reforms carried out, current and future; Production of a periodic analysis report on the impact of the reforms on the perception of Guinea and its business climate among investors; Identification of reforms to be implemented based on feedback from investors and rankings for evaluating the business climate in Guinea; Establishment of a procedure collaboration with technical executives of ministries for better monitoring of reforms; Support for the production of communication tools on the attractiveness of the business climate (with the support of external service providers); Popularization of reforms adopted and implemented to national and foreign investors.Duration and implementation period

The mission will be carried out over an estimated duration of twelve (12) months, renewable.

Consultant profile

The national consultant should have the following experiences and skills:

Hold a DEA/DESS, Master 2 level diploma or equivalent diploma in social sciences, political or economic sciences, law, business administration, statistics or related field; Minimum ten (10) years of professional experience in a structure public or private in the field of project evaluation or monitoring of activities linked to the achievement of the objectives of a project; At least 7 years of solid and convincing experience in the identification and implementation of reforms aimed at improving the Investment Climate and the development of the private sector; Have carried out or participated in at least 2 technical assistance missions to implement reforms in countries similar to Guinea; At least 1 experience similar to over the last 3 years in evaluating and providing advisory services on the Investment Climate on behalf of projects/programs financed by multilateral development banks; Excellent computer skills: MS Office (Word, Excel, PowerPoint, Outlook), Internet and database management

The Ministry of Agriculture and Livestock, represented by the Project for the Development of Commercial Agriculture in Guinea (PDACG), invites Individual Consultants to submit their applications to provide the services described above. Interested consultants must provide information on their capacity and experience demonstrating that they are qualified for the services (documentation, reference to similar services, experience in comparable missions, availability of qualified personnel, etc.).

The eligibility criteria, shortlisting and selection procedure will be in accordance with the World Bank Individual Consultant Selection Guidelines “Procurement Regulations for Borrowers Applying for FPI” of the World Bank edition September 2023

The consultants will be evaluated on the basis of their application files, following the criteria and the rating scale below:

The minimum score required to be selected is 70 points out of 100. The first-ranked candidate whose total score is equal to or greater than the minimum score cited above will be invited to negotiate a contract. In the event that consultants are ranked 1st jointly, the candidate with the greatest cumulative number of similar missions evaluated for criteria (ii).2 and (ii).3 will be selected.
