Mamdani Lifts Provider Freeze: 3K & 2K Spots Open in NYC

NYC Launches “2K” Child Care Program, Expanding Access for Two-Year-Olds

New York City is taking a significant step toward universal child care with the launch of a new program offering seats for two-year-olds, dubbed “2K,” alongside an expansion of the existing 3K and pre-K initiatives. The declaration, made on Thursday, February 5, 2026, marks the 36th day of Mayor Zohran Mamdani’s term and signals a renewed commitment to accessible, high-quality early childhood education.

During a press conference attended by approximately 50 two and three-year-old students – and their understandably proud parents – Mayor Mamdani celebrated the program’s launch. “We speak frequently enough about New York’s greatest or New York’s strongest or New York’s finest,” the mayor remarked.”Today, though, I’m thrilled to welcome what are surely New York’s cutest.” The event highlighted the governance’s vision of accessible,high-quality care for the city’s youngest residents.

Expanding Access to Early Childhood Education

The cornerstone of the initiative is a request for information (RFI),inviting both new and existing child care providers to participate in the expanded system. This RFI, open until February 19, seeks to recruit providers for both the 3K system – which hasn’t seen new provider applications in five years – and the newly established 2K program. Existing providers are also being surveyed to gauge their interest in expanding capacity or adding 2K seats.

According to officials, the responses to the RFI and surveys will be crucial in determining the optimal locations for these new seats. “For five years, new providers have been cut off from contributing to our programs,” Mayor Mamdani stated. “Today, we say no more.” The city aims to provide 2,000 seats for two-year-olds by the end of 2026, with a planned expansion to approximately 12,000 seats in 2027.

Submission Process and Key Dates

Families with children turning three or four this year can apply for 3K and pre-K through February 27. The mayor emphasized that the application process will not operate on a first-come, first-served basis, ensuring equitable access for all eligible families. Schools Chancellor Kamar Samuels underscored the importance of community-based providers in delivering high-quality early childhood education, urging centers to apply and participate.

Funding and Collaboration with New York State

The expansion of child care services is significantly bolstered by a partnership with Governor Kathy Hochul, who has committed over $1 billion toward universal child care initiatives. Mayor Mamdani acknowledged this collaboration, stating that the funding commitment was instrumental in making the expansion possible, despite ongoing disagreements on other economic policies.

addressing Safety Concerns and Ensuring Quality

The announcement came amidst scrutiny following allegations of abuse at a Shining Horizons child care facility near Columbus Circle. The city swiftly terminated its pre-K and 3K contract with the center and the Health Department is pursuing the revocation of its operating permits, following reports of a cleaning solution containing bleach being found in a classroom water pitcher.

“We take a stand against any provider who is not following the city’s high standards for health and safety,” a senior official stated. To prevent future incidents, all new providers will undergo rigorous background checks, inspections, and unannounced follow-up visits in response to any complaints.

Advocates Praise Renewed Commitment

The move was met with praise from advocates for expanded early childhood programs. New Yorkers United for Child Care hailed the announcement as a “sharp shift” from previous funding battles, signaling a renewed commitment to universal child care. Rebecca Bailin, the group’s executive director, noted that while the administration has focused on outreach to families, swift action is needed to expand access, as many parents still struggle to afford child care.

Despite the playful interruptions from the young attendees, officials described the RFI as a concrete first step toward a publicly supported child care system starting at age two. Further details regarding seat locations and the 2K application process are anticipated later this year.
