Austrian State Funds Blocked for Conspiracy Theorist Martin Rutter

A probe into the distribution of a €31.3 million “relief fund for corona consequences” in Lower Austria revealed that funds were successfully withheld from events promoting dangerous misinformation about COVID-19 vaccines.

The effort to secure public funding for events peddling false claims – including the assertion that the corona vaccination is responsible for increased child mortality and contains “neurobots” – was spearheaded by Martin Rutter, a well-known anti-vaccine activist based in Carinthia. According to a report by profil magazine, Rutter established 24 clubs in Lower Austria in April 2024, seemingly with the intention of accessing the state government’s relief fund. Promotional materials for the lecture series explicitly stated, “Funded by the Lower Austrian state government” and “Our event is supported by the state of Lower Austria.”

However, Rutter’s plans were thwarted following an investigation prompted by concerns over the content of his presentations. A Freedom of Information Act request filed by profil confirmed that none of Rutter’s clubs received funding from the relief program.

Funds Primarily Directed to Community Organizations

A total of €178,168 was distributed to 67 clubs, with the vast majority being parent associations affiliated with schools throughout Lower Austria. The Eggenburg Apprenticeship Foundation received the largest single allocation, totaling €6,000 for three separate projects. Other recipients included ÖVP-affiliated family associations, various advice centers, a sports club, and the “Ostarrichia Amstetten” association, a member of the middle school cartel association (MKV).

Initial indications suggested Rutter’s applications had been favorably received. In April 2024, then-state councilor Christoph Luisser (FPÖ), now an ombudsman, announced that at least five clubs linked to Rutter had submitted applications and received preliminary commitments for funding.

Political Pressure and Audit Findings

The situation shifted dramatically after Health Minister Johannes Rauch (Greens) urged Lower Austrian Governor Johanna Mikl-Leitner (ÖVP) to retract those funding commitments in response to the demonstrably false claims being presented at Rutter’s events. Mikl-Leitner publicly assured that Lower Austria would not support events disseminating conspiracy theories.

A subsequent audit of the Corona aid fund, published in March 2025 by the Court of Auditors, revealed further complications. The audit criticized the initial approval of five funding applications from clubs with remarkably similar names, identical chairpersons, and nearly identical project descriptions, totaling €25,000. Funding was ultimately rescinded only after a review by the state’s constitutional service determined the applications did not meet funding guidelines.

The Court of Auditors also noted a lack of clarity regarding the status of 20 additional applications that remained undecided at the conclusion of the investigation period. Even after the presentation of findings from the state’s Corona evaluation commission in December 2025, the specific recipients of funds remained undisclosed.

A Victory for Transparency?

The profil investigation has now provided a definitive answer: Rutter ultimately received no state funding. While the ÖVP could claim this as a success, officials offered a diplomatic response to profil, stating the decision demonstrated the independence and objectivity of the Lower Austrian civil service. The state governor’s office officially maintains that “A commission has dealt intensively with Corona and also Corona funds. The topic is now closed.”

The FPÖ Lower Austria, however, disputes this characterization, claiming Rutter never submitted the necessary cost documentation, thus negating the need for an active rejection of his applications. Rutter himself could not be reached for comment by profil.

It is widely believed that critical media coverage – initially uncovered by profil – played a significant role in preventing public funds from reaching a prominent advocate of COVID-19 misinformation. Despite the setback, Rutter did receive a “consolation prize” in the form of a speaking tour of Lower Austria at the invitation of the Freedom Educational Institute, though the fee for his services remains undisclosed.
