However, progress is emerging in an area that is a priority for the Biden administration, as can be seen in the words of Jake Sullivan: The president is “determined” to restore military “ties” between the two powers. Biden’s security advisor has emphasized several times in the past few days that these are in America’s national interest, most recently on Monday in the White House.
