The Minister of Agriculture and Rural Development, Jhenifer Mojica, together with the manager of the Colombian Agricultural Institute (ICA), Juan Fernando Roa, have declared a set of extraordinary measures to urgently address the evacuation and protection of production animals in the La Mojana region, particularly affected by the flooding of the Caregato dam due to the current climate emergency.
The ICA has established a priority in the mobilization of livestock species in the affected areas of the departments of Córdoba, Antioquia, Bolívar and Sucre. To facilitate this process, the issuance of mobilization guides will be expedited and livestock censuses will be regularized.

Minister Mojica highlighted: «We have implemented exceptional measures for the mobilization of livestock in the flood zone caused by the overflow in Caregato. Instructions have been given to the influential sections in La Mojana to provide the necessary support.
The affected municipalities have been precisely identified. Majagual and Guarandá present significant inventories of animals and properties, while San Benito, although it has not yet reported animal mortality, is vulnerable as the water flow increases.
The package of exceptional measures is divided into three blocks to guarantee an effective response:
A. Mobilization of production and work animals
The processing of Health Guides for Internal Mobilization (GSMI) will be prioritized for producers who move with their animals to temporary shelters. Those who move animals without said guide will have a period of eight business days to regularize their situation at the nearest ICA office. The blocking of the mobilization of properties of origin located in evacuation zones is authorized.

B. Technical support in disaster management and attention
The ICA will provide technical support to establish animal evacuation routes and will support the identification of safe areas for producers. You will participate in Unified Command Posts and provide advice on the disposal of animal carcasses, following WHOA guidelines in the event of slaughter.
Coordination and cooperation in evacuation and disaster risk management
The ICA will coordinate technical actions in the event of the mobilization of susceptible animals. Inter-institutional communication channels will be established to avoid impacts on other health campaigns in progress.
These measures seek to provide permanent support to rural populations and their production animals, ensuring an effective and coordinated response to the climate emergency in Caregato.
