The owner of the “Golden Pelis” hotel in Tsaghkadzor did not fulfill his obligation to the state. The company of businessman Narek Nalbandyan, who became known to the public after 2018, acquired the hotel on the condition of installment payment. “Hetk” found out that the second payment for the purchase of the hotel, which was supposed to be made on July 1 of this year, was not made. In 2019, the family of the former director of the State Customs Committee, Armen Avetisyan, donated the “Golden Pelis” hotel to the state in exchange for the dismissal of the criminal case. After receiving the property as a gift, the state tried to sell it. The hotel was put up for auction for 7.5 billion drams, but the price was reduced by re-auctions. Later, it was decided not to sell the hotel by auction, but by tender. In 2022, it was announced that the only bidder, “Project Inter-Invest” LLC, bought the hotel on the condition of installment payment. The owner of this company is businessman Narek Nalbandian. His name is associated with another scandalous transaction. The wife of Narek Nalbandyan, in the presence of a criminal case, acquired the private house of former Prime Minister Hovik Abrahamyan in Monument. The law enforcement officers did not obstruct this transaction in any way.
In 2022, the “Golden Pelis” hotel was sold to “Project Inter-Invest” LLC for 5 billion drams, and it was determined that the first payment (1 billion drams) should be made in 2022. The buyer had to make the second payment on July 1, 2023. We inquired from the Ministry of Territorial Administration and Infrastructure whether the 2nd payment was made on time.
Deputy Minister of Territorial Administration and Infrastructures Narek Manukyan stated in writing that “Project Inter-Invest” LLC did not fulfill the obligation of installment payment on time. “At the same time, we inform you that “Project Inter-invest” LLC, in a letter sent to the State Property Management Committee on 28.03.2023, informed that the company undertakes to pay the obligation of 1 billion drams by August 31 of this year, with calculated penalties “Handredz,” said Deputy Minister Narek Manukyan.

And this year’s installment payment of the “Golden Palace” hotel is 2.6 million dollars.
After becoming the owner of the hotel, “Project Inter-Invest” LLC bought 1 hectare of land from Tsaghkadzor community. The plot worth 162 million drams is in the immediate vicinity of the hotel. In July 2022, CP member of parliament Vagharshak Hakobyan visited the hotel premises and announced that construction is underway at a great pace, after which the hotel will be operated as part of the “Mercure” international chain.
