Oddly, the information was not clearly highlighted in the latest press release from the National Housing Agency (Anah), published Wednesday, December 6, to announce a sharply increased 2024 budget. However, it is essential for owners of housing classified F and G, and considered as such a thermal sieve.

They will in fact benefit from six additional months to carry out renovation work, financed in part by MaPrimeRénov’ by carrying out “monogestes”, such as insulating attics, installing exterior cladding or ventilation. They now have until June 30 to do so.

Few overall renovations so far

In October, the government announced an overhaul of MaPrimeRénov’. It stipulated that for properties classified F and G, the aid would be refocused, from January 1, on major renovation operations, considered the only ones capable of significantly improving energy performance, but until then marginal. «MaPrimeRénov’ is a real success with more than 650,000 requests in 2021 and 2022. But no more than 10% would be global renovations”underlined the report of the Senate commission of inquiry, published in June on energy renovation.

This modification of the system is accompanied by a very significant increase in subsidies. The objective is to reduce the out-of-pocket costs for the poorest families, considered one of the main obstacles to carrying out major works. But it’s not the only one. To benefit from MaPrimeRénov’, the renovation must be entrusted to a professional with the RGE label (recognized guarantor of the environment). Problem is, only 60,000 construction companies have this access, or 15% of the total.

Concerns of craftsmen

For several weeks, the sector has been sounding the alarm about the consequences for the sector of this reorientation of MaPrimeRénov’, considered too rapid. Building craftsmen also consider that the measure will favor large structures, capable of covering several trades.

These six months will allow them to carry out new small projects. “This will avoid a blockage in the renovation market, even if the announcement is late. People don’t understand all these changes and just see that they are being pushed to do work that costs more. This also explains the decline in the number of renovations in recent months. », Estimates Sylvain Le Falher, co-founder of the consultancy firm Hello Watt.

However, public authorities have begun to make progress on the subject. We no longer talk about “global renovation”more of “major renovation”from three “gestures” carried out, that is to say three types of work, including a change of heating system.

The installation of a heat pump is clearly favored, and the financial assistance will be further increased next year. It could rise by 30%.

Not all funds have been spent

According to Anah, the MaPrimeRénov’ reform should make it possible to reach 200,000 large-scale renovations in 2024, with aid covering up to 90% of the work, capped at €70,000.

An objective considered very ambitious by professionals, even if the means are there. The credits devoted to my MaPrimeRénov’ will increase from 2.1 billion euros in 2023 to 4 billion in 2024. And Anah has also been entrusted with the management of energy saving certificates (CEE) which are devoted to renovation.

“It’s good to have money, but you still have to know how to spend it. The envelope devoted to MaPrimeRénov’ has not been entirely consumed, although the needs are there. This is a sign that there is a problem somewhere.”, notes Pierre-Marie Perrin, from the Hellio firm. At the beginning of November, Thomas Cazenave, the delegate minister in charge of public accounts, already announced 300 million euros of credit cancellation, which did not find any takers.

Slowdown on wood heating

Despite this, the government has decided to reduce aid for the purchase of wood heating appliances (boilers, stoves, pellet appliances) by 30%. “The Ministry of the Economy found that the aid granted went a lot towards the installation of additional heating and won its case», says a representative of the sector. The argument inspires professionals, who highlight the situation of households located in rural areas and in areas where it is cold, for whom a heat pump is not necessarily the best suited system.

After fighting a lot on the subject, the Renewable Energies Union nevertheless obtained that the reduction in aid for wood heating only takes place from April 1st.
