Interview Between Time.News Editor and OSCE Expert
Editor: Welcome, everyone. Today, we have a special guest, Dr. Elena Vartanian, an expert in international relations and a consultant specializing in OSCE matters. Thank you for joining us, Dr. Vartanian!
Dr. Vartanian: Thank you for having me! It’s great to be here.
Editor: Let’s get straight into it. Recently, Armenian Prime Minister Nikol Pashinyan met with OSCE Parliamentary Assembly President Pia Kauma, and there was significant emphasis on the upcoming OSCE PA session in Yerevan. From your perspective, why is this event particularly important?
Dr. Vartanian: This is a landmark moment for Armenia. Hosting the OSCE Parliamentary Assembly session is not just an honor; it signifies the country’s growing role in regional oversight and cooperation. It showcases Armenia’s commitment to engaging constructively with international organizations.
Editor: That’s a great point. The symbolism of this event can’t be understated. What impact do you think this could have on Armenia’s international relations, especially given the current geopolitical climate in the region?
Dr. Vartanian: Indeed, this event comes at a time when Armenia is navigating complex relationships with its neighbors and the broader international community. By hosting the OSCE PA, Armenia can strengthen its ties with Europe and the West while potentially gaining leverage in its discussions with countries like Russia and Turkey. It also sends a clear message about its desire for peace and stability.
Editor: Interesting! The Prime Minister expressed hope for “effective discussions and active participation” during the assembly. What do you think he means by effective discussions, and what outcomes might we anticipate?
Dr. Vartanian: Effective discussions imply a framework where diverse opinions are acknowledged and constructive solutions are sought. Given the recent conflicts in the region, I suspect there will be conversations focused on security, territorial disputes, and humanitarian concerns. Potential outcomes may include resolutions to enhance cooperation, frameworks for dialogue, or even initiatives to address specific regional issues.
Editor: It certainly sounds like there’s a lot at stake. How do you assess the role of the OSCE PA in facilitating these dialogues?
Dr. Vartanian: The OSCE PA plays a crucial mediating role, providing a platform for dialogue where member states can express their interests and concerns. The Assembly encourages not only governmental perspectives but also civil society involvement. This holistic approach can lead to more inclusive solutions, which is vital in sensitive contexts like the South Caucasus.
Editor: Are there any specific topics you think will dominate the discussions at this session, based on what we know?
Dr. Vartanian: Absolutely, I anticipate topics such as conflict resolution strategies related to Nagorno-Karabakh, the promotion of democratic governance, and the fostering of economic cooperation. There might also be a focus on human rights, which is a fundamental aspect of OSCE’s mission.
Editor: Such discussions could indeed shape the future of the region. what do you think the broader implications of this assembly will be for the OSCE as a whole?
Dr. Vartanian: This assembly will serve as a litmus test for the OSCE’s effectiveness in addressing contemporary security challenges. Successful outcomes could renew confidence in the organization’s ability to promote dialogue and peace. It might also pave the way for a stronger European security framework, which is of utmost importance given the current tensions in Eastern Europe and beyond.
