Gironde Prefecture Imposes Strict Ban on Nitrous Oxide Sales and Possession

A sweeping ban on the sale, transport, and possession of nitrous oxide has been enacted in the Gironde department of France, effective December 18 and lasting until March 18, 2026. The measure, announced Tuesday, December 16, aims to curb the rising misuse of the substance and protect public health, particularly among young people.

Crackdown on “Proto” Amid Growing Concerns

The order, issued by the Gironde prefecture, targets not only the sale and possession of nitrous oxide but also its consumption and the irresponsible disposal of empty canisters in public spaces. However, the ban explicitly excludes legitimate professional and medical applications of the gas. This action underscores a growing concern over the accessibility and abuse of nitrous oxide, often referred to as “proto,” particularly through online channels.

Rising Consumption Rates and Associated Health Risks

Data released last October by Public Health France reveals a significant percentage of young adults have experimented with nitrous oxide. Specifically, 13.7% of individuals aged 18-24 report having consumed the substance at least once in their lifetime. The inhalation of nitrous oxide, typically from balloons inflated with gas from capsules or canisters, carries substantial health risks. These include asphyxia, loss of consciousness, burns, and potentially severe neurological, cardiovascular, and psychiatric complications.

Existing Regulations and Ongoing Challenges

While a law passed in May 2021 already prohibited the sale of nitrous oxide to minors and through beverage and tobacco retailers, authorities have struggled to contain its availability. The prefecture’s press release highlights the ease with which “proto” can be acquired in large quantities and at low cost through online resale platforms and social media applications like Snapchat, which offer home delivery services.

Prefecture Emphasizes Collective Responsibility

“The fight against the misuse of nitrous oxide is everyone’s business,” declared the prefect, Étienne Guyot, in a statement accompanying the announcement. “Together, we must act responsibly to protect our youngest. The objective is clear: protect public health, guarantee the safety of our fellow citizens and prevent tragedies.”

The prefecture’s decisive action reflects a broader effort to address the escalating public health challenge posed by nitrous oxide abuse and underscores the commitment to safeguarding the well-being of the Gironde community.
