UK Regulator Ofcom Proposes Landmark Spectrum Sharing for 5G and Wi-Fi

The UK’s communications regulator, Ofcom, is proposing a groundbreaking solution to the long-running dispute between mobile operators and Wi-Fi service providers over access to the upper 6 GHz spectrum band – a shared access model designed to unlock notable economic benefits.

After sustained lobbying from both sides, Ofcom’s proposal marks a potential end to the battle for this perhaps lucrative airwave segment. The regulator’s plan aims to balance the needs of both industries, paving the way for faster connectivity and increased capacity across the UK.

The Spectrum Scramble: A Past Divide

Historically,mobile and Wi-Fi services have operated on separate portions of the radio spectrum to prevent interference. Mobile carriers, often referred to as telcos, have argued that access to the 6 GHz band is crucial for delivering faster and more reliable 5G services over the next five to ten years.They warn of a potential capacity crunch as demand for bandwidth surges with the proliferation of data-intensive devices and services – including augmented reality headsets, health sensors, and connected vehicles – all requiring greater processing power and network capacity.

However, Wi-Fi proponents maintain that the 6 GHz band is already effectively serving the growing demand for high-bandwidth services and immersive experiences. The Wi-fi Alliance and other industry groups have championed the band’s potential to deliver faster, more reliable, and less congested Wi-Fi connectivity, particularly in densely populated areas. They argue that restricting access to the band woudl stifle innovation and limit the growth of the broader UK economy.

The UK is set to become the first country in Europe to commit to sharing radio spectrum frequencies between these two distinct technologies. The plan envisions mobile masts and Wi-Fi routers utilizing different parts of the same frequency band in various locations.

Economic Boost & Future-Proofing Connectivity

Ofcom anticipates that this spectrum-sharing approach will significantly increase capacity for both mobile and Wi-Fi services,bolstering the broadband sector’s ability to deliver advanced Wi-Fi to businesses,industry,and homes. It will also enable mobile companies to better manage demand in congested areas, support emerging technologies like virtual reality and artificial intelligence (AI), and prepare for the eventual rollout of 6G networks.

“This is about fostering innovation, growth, and investment,” one analyst noted. “By helping both the mobile and broadband sectors enhance their services, we can create a more dynamic and competitive digital landscape.”

Ofcom emphasized that the spectrum sharing in the upper 6 GHz band will involve differentiated priorities within different portions of the band, subject to stringent technical conditions and controls to prevent interference.Existing low-power Wi-Fi technology will be granted access to the spectrum by the end of 2026, with mobile access following, initially focused on densely populated areas with the highest demand.

To mitigate potential interference,Ofcom is also exploring the implementation of Automated Frequency Coordination (AFC) technology,wich automatically manages Wi-Fi equipment to avoid conflicts. A consultation has been launched to determine the best approach for registering and deploying AFC effectively.

Consultation & Lower 6 ghz Band Changes

Ofcom has officially launched a consultation on its proposals, inviting feedback from stakeholders by March 20, 2026.

In a separate but related move, Ofcom has decided to allow the lower 6 GHz frequency band – currently used for low-power indoor Wi-Fi – to be utilized for high-power outdoor Wi-Fi. This change could bring advanced, high-quality Wi-Fi to venues like sports stadiums, high-tech factories, hospitals, railway stations, and universities.

This multifaceted approach to spectrum management underscores Ofcom’s commitment to ensuring the UK remains at the forefront of digital connectivity and innovation.
