“The alignment of the planets” – with existing sites making it possible to limit construction expenditure and a transport plan in Île-de-France which was intended to be ambitious – was praised by the promoters of the project in the application phase. Is it still relevant? Since obtaining the Olympic and Paralympic Games on September 13, 2017, Paris 2024 has already gone through many hardships, in particular an unprecedented health crisis and galloping inflation, which forced it in December to new arbitrations to balance a budget now increased to 4.3 billion euros. An organizational budget to which must be added expenses related to construction and development (3.8 billion euros, with now 1.7 billion in public investment, or 200 million euros more than expected).
