Whe wants to ban heaters quickly moves from the hundredth to the thousandth. Does the federal government really need to think about building solar thermal systems differently in large homes than in smaller ones? Is it a minister’s job to prescribe hydrogen percentages down to the last percentage point? Not really. But maybe it’s inevitable that it will happen anyway.

Political economy has been familiar with the so-called regulatory spiral for decades. It works like this: First the state creates rules. Then the result is perceived as unfair. The state is already creating new rules to eliminate the injustices. But the result is soon considered unfair again – and so on.
