The visits included meetings with executive and legislative circles, discussions at research institutes such as the Friedrich Ebert Foundation and Chatham House, and participation in conferences such as security conferences in Dubrovnik, Croatia and Bled, Slovenia.
2023 The development dynamics of the RA-EU partnership was special. Parallel to the continuous implementation of the institutional framework of partnership established by the RA-EU Comprehensive and Extended Partnership Agreement, and support for democratic reforms in RA, relations have been supplemented with new content.
Official and working visits of ministers from EU member states were made to Germany, France, Belgium, Austria, Portugal, Spain, Malta, Slovenia, Romania and Croatia, the foreign ministers of Germany, France, Belgium, Luxembourg, Croatia, Hungary and Estonia visited Armenia.
Meetings and phone calls were held with all EU member states. Minister Mirzoyan participated in the EU EaP ministerial meeting, and also made a speech at the annual session of the EaP civil forum.
The Ministry of Foreign Affairs presented the new developments of RA-EU bilateral partnership with their content and format.
At the invitation of the EU, the RA Minister of Foreign Affairs participated in the meeting of EU foreign ministers in Brussels. The first discussion in this format, which followed the speech of the RA Prime Minister in the European Parliament, reflects the deepening political dialogue for the benefit of the implementation of European aspirations of RA citizens. Minister Mirzoyan also made a speech at the session of the Foreign Relations Committee of the European Parliament.
RA-EU cooperation has been supplemented with a new direction and format. The inaugural session of the RA-EU political and security dialogue was held in Yerevan on January 26, and the second session was held in Brussels on November 15.
Among the issues of primary importance, at the beginning of the year, the EU civilian mission was deployed in Armenia for a period of two years, and at the end of the year, the decision was made to double the mission’s staff.
On November 29, the RA-EU investment coordination platform was launched in Yerevan. At the end of the year, the EU delegation visited Armenia with a fact-finding mission, aimed at deepening and expanding sectoral cooperation.
The issues of support to RA through the European Peace Instrument and the initiation of a dialogue on the liberalization of RA-EU visas were discussed at the Council of EU Foreign Ministers, as a result of which public messages were given, including the consideration of the initiation of the dialogue.
Due to regional and Nagorno-Karabakh developments, the EU’s involvement in efforts to establish stability and peace in the South Caucasus continued during the year. Regarding the RA-EU partnership and regional issues, the European Parliament adopted a number of resolutions with important emphasis.
