Once again, a company submitted an offer for the supply of 7 double-decker electric locomotives, it is clear from the public procurement register. A candidate to manufacture them is “Stadler Polska” with its seat in the city of Šedalce. The price offer is for BGN 300.5 million without VAT, with an estimated price of BGN 410.52 million.

The seven two-story compositions must have a capacity of at least 300 seats, and their maintenance should be for a period of 15 years, staff training is also planned.

The deadline for submitting bids was March 28, and bid opening was on Friday, March 29. People in the know said that Transport Minister Georgi Gvozdeikov urged the evaluation committee to hurry up. This is probably because of the expiring term of this cabinet.

This is actually the second procedure for double-decker trains. The first one in January, when there was still one offer, was terminated. At the time, the offer was to the 7 DDEMU consortium, but which companies were in it was not announced at the time. The price offer was signed by Henry M. Eggeter, vice president of sales of the German Vossloh Rolling Stock, and was about BGN 250 million without VAT, that is, BGN 150 million below the estimated price.

This German company participated in the tenders for the supply of shunting locomotives to the Ministry, as well as that of BDZ for 10 locomotives in partnership with China’s CRRC Zhuzhou Locomotive CO. In both cases, their consortium was removed.

It is likely that the Poles, who are alone in the second procedure, offered BGN 100 million below the estimated price to insure themselves against competition.
