Opora Rossii proposed to give small businesses a tax deferment and cancel the resort fee

Opora Rossii sent proposals to the government and the Ministry of Economy to support small businesses. Among the initiatives of the organization are to give small businesses a tax deferral until the end of 2022, as well as to lift the restrictions imposed due to the coronavirus pandemic, the Izvestia newspaper reports, citing a letter from the organization.

Opora Rossii’s proposals are divided into five blocks: financial measures, support for foreign economic activity, reduction of administrative pressure and fiscal burden, public procurement. Among the proposed measures:

  • tax deferral until the end of 2022;
  • moratorium on bankruptcy of legal entities and individual entrepreneurs;
  • reduction of penalties for late payment of taxes;
  • moratorium on fines for violation of deadlines for tax reporting;
  • reduction of fines for SMEs;
  • extending the terms of microloans up to five years;
  • cancellation of the resort tax;
  • lifting restrictions due to COVID-19;
  • restructuring of lease payments;
  • limiting the difference between the rate of buying and selling currency;
  • extension of the children’s cashback program for 2022;
  • raising the thresholds for applying the simplified taxation system for turnover from 200 million to 300 million rubles, the patent taxation system – from 60 million to 120 million rubles;
  • introduction of an insurance premium rate for SMEs of 15%;
  • limiting the growth rate of corporate property tax;
  • exemption of SMEs from insurance contributions to the Pension Fund (applies to working pensioners);
  • the resumption of gratuitous lending to companies in the tourism industry that have retained their staff;
  • accession of Russia to the Chinese system of bank transfers China International Payments System (CIPS);
  • simplification of certification of products imported as part of substitution from other countries;
  • the consent of the regional prosecutor (or his deputy) for detention or house arrest on economic charges.

Opora Rossii President Alexander Kalinin specified that a letter with the organization’s proposals was also sent to the Federal Assembly. He believes that additional business support measures may be included in the second package of anti-crisis measures. It will be discussed with the government this week, March 9-10.

Measures to support business began to be discussed against the backdrop of a new round of anti-Russian sanctions imposed in response to the military operation in Ukraine, which Vladimir Putin launched on February 24. The restrictions of Western countries affected large Russian companies and banks, and the assets of the Central Bank were also frozen. Measures already taken by the government of the Russian Federation include a moratorium on scheduled inspections of small businesses until 2023, as well as financial assistance to small businesses.
