Providing accessible, modern, patient-oriented, cost-effective and high-quality health services is one of the priorities of the Ministry of Health in recent years, and strengthening the primary health care (PHC) link is a prerequisite for this.

The Ministry of Health informs that the planned systemic reforms in the PHC sector were also the subject of discussion at the workshop entitled “Strengthening of the primary health care sector”.

The focus group discussion format was also used during the workshop, in which the Minister of Health Anahit Avanesyan participated.

The current situation of the PHC circle,

the primary link as the backbone of comprehensive health coverage;

primary care reforms,

the strategy for improving the quality of health care services and the program of measures resulting from it.

The participants of the workshop stated that the reform of the PHC system will lead to:

maximum efficiency of use of follow-up services (e.g., emergency care, hospital, etc.);

financial savings,

quality improvement.

In order to ensure high-quality and cost-effective PHC activity, which reduces the financial burden of citizens, financing with the right amount and distribution has been emphasized.

It was noted that the PHC reforms will be systemic, from building conditions to keeping electronic records and queue management, from controllability of the patient-doctor trajectory to the training of specialists.

There have been proposals to involve the public and other stakeholders in order to create a PHC system that meets the needs of the public and minimizes conflicts of interest.
