Philadelphia Mourns Officer andy Chan, Six Years After On-Duty Crash
philadelphia is preparing for a series of road closures as the city honors fallen Highway Patrol Officer Andy Chan, who passed away on Tuesday, December 2, 2025, nearly six years after being critically injured in a traffic collision. Officer Chan’s death has prompted an outpouring of grief and remembrance from the Philadelphia Fraternal Order of Police and local officials.
A Long Battle Following the 2019 crash
On January 3, 2019, Officer Chan, 48, was struck by a minivan while on duty and riding his motorcycle near Pennypack Park in the Holmesburg neighborhood. The driver, a 79-year-old man, remained at the scene, and authorities initially believed the incident to be accidental. Officer Chan underwent emergency surgery and was placed in critical condition,ultimately suffering a traumatic brain injury that left him in a coma for several months.
Despite initial optimism for a full recovery after he awoke, Officer Chan’s health continued to decline over the years. The community rallied around his family, organizing numerous fundraising events, including annual holiday block parties, to help cover mounting medical expenses.
Remembering a Dedicated Officer
Officer Chan joined the Philadelphia police Department in 2006 and was assigned to Highway Patrol. He was known for his dedication to duty and his positive attitude. His colleagues remember him as a pleasant and approachable officer who always went the extra mile.
Road Closures for Viewing and Funeral
The city has announced the following road closures to accommodate the viewing and funeral services:
Monday, December 15, 2025:
- Ridge Avenue between Wood street and Hamilton Street
- Vine Street westbound between 8th Street and 10th Street
- 10th Street between Hamilton Street and Vine Street
- 9th Street between callowhill Street and wood Street
- Callowhill Street between 8th Street and 11th Street
- Wood Street between 9th Street and 10th Street
These closures will be in effect from 4 p.m. until the end of the viewing procession at Holy Redeemer Chinese Catholic Church.
Tuesday,December 16,2025:
- 18th Street between Benjamin Franklin Parkway and Vine Street (closures begin at 5 a.m. until the conclusion of the funeral service)
- 15th Street between Spring Garden Street and Callowhill Street (closures begin at 5:30 a.m. until the end of the funeral procession)
- Broad Street between Spring Garden Street and Callowhill Street (closures begin at 5:30 a.m. until the end of the funeral procession)
- Callowhill Street between Broad Street and 17th Street (closures begin at 5:30 a.m. until the end of the funeral procession)
- 17th Street between Callowhill and Benjamin Franklin Parkway (closures begin at 5:30 a.m. until the end of the funeral procession)
- Benjamin Franklin Parkway between 16th Street and 22nd Street (closures begin at 6 a.m. until the end of the funeral service)
- Vine Street between Logan Circle and 16th Street (closures begin at 6 a.m. until the end of the funeral service)
- Race Street between 16th Street and 18th Street (closures begin at 6 a.m. until the end of the funeral service)
- 17th Street between Vine Street and Benjamin Franklin Parkway (closures begin at 6 a.m.until the end of the funeral service)
- 19th Street between Benjamin Franklin Parkway and Cherry Street (closures begin at 6 a.m. until the end of the funeral service)
Philadelphia police have indicated that additional streets near the Benjamin Franklin Parkway and Eakins Oval may be closed or detoured as needed.
Congressman Brendan Boyle, representing Northeast Philadelphia, expressed his condolences on the social media platform X, stating, “Officer Andy Chan’s passing is heartbreaking news for Philadelphia. We owe an enduring debt to the first responders – and the families – who risk everything to keep our communities safe.”
Officer Chan is survived by his wife and three children.
