The Chamber of Deputies is trying this week to advance a text on a topic that has accumulated failures in the Legislature for decades. The President of the House, Arthur Lira (PP-AL), has placed himself as the guarantor of the tax reform and wants to put the proposed amendment to the Constitution to a vote until next Friday (7).

The text under debate focuses on the main taxes and contributions on consumption. The PEC aims to simplify the system, relieve investments and exports, fight tax wars between states and municipalities and reduce taxation of the poorest. According to the government, the changes could bring an additional 12% growth to the economy in 15 years and increase the average income of the population. The promise is not to increase the tax burden.

The feeling that the moment is opportune for the approval of the tax reform comes from the consensus that the current scheme is outdated and very complex.

But the proposal still faces criticism. Governors and mayors are suspicious of the creation of a council to manage the collection of taxes on goods and services. And tax experts point out that the text of the PEC has uncertainties and many exceptions, which can increase the complexity in relation to the current system.
