Prabowo Subianto Orchestrates Four Cabinet Reshuffles in 2025, Signaling Policy Shifts
Indonesia’s President Prabowo Subianto has undertaken a series of significant governmental changes, reshuffling his cabinet four times throughout 2025 in a move that underscores a proactive approach to policy and personnel. These adjustments have targeted key strategic positions, including the Ministry of Finance and the Coordinating Minister for Political and security Affairs, reflecting a desire for agility and responsiveness within his administration.
The first cabinet reshuffle occurred early in Prabowo’s presidency, on February 19, 2025, with six officials being inaugurated. This initial overhaul saw the dismissal of Satryo Soemantri Brodjonegoro from his role as Minister of Higher Education, Science, and Technology, with Brian Yuliarto appointed as his replacement.
Seven months later, on September 8, 2025, Prabowo initiated a more significant ministerial reshuffle.Purbaya Yudhi Sadewa was appointed as the new Minister of finance, succeeding Sri Mulyani Indrawati. Simultaneously, Mukhtarudin took over as the Minister of Indonesian Migrant Workers’ Protection, replacing Abdul Kadir Karding. Ferry Juliantono was entrusted with the role of Minister of Cooperatives, succeeding Budi Arie Setiadi. Approximately a week later, on September 17, 2025, Prabowo moved to fill these gaps, appointing Djamari Chaniago as the Coordinating Minister for Political and Security Affairs and Erick Thohir as the Minister of Youth and Sports. Dony Oskaria was then appointed as the Acting Minister of State-Owned Enterprises (SOEs), stepping into the role previously held by Erick Thohir.
Less than a month later, on October 8, 2025, Prabowo once again adjusted the “Red and White Cabinet.” Benjamin Paulus Octavianus was appointed as the Deputy Minister of Health, and Akhmad Wiyagus as the Deputy Minister of Home Affairs. This reshuffle notably expanded the cabinet’s structure,increasing the number of Deputy Ministers of Health to two and Deputy Ministers of Home Affairs to three.
On the same day, Dony Oskaria transitioned from Acting Minister of SOEs to the Head of the State-Owned Enterprises Regulatory Body (BP BUMN), a change coinciding with the agency’s change from a ministerial status, as mandated by the revised SOEs Law.
