Premier League Pushes for Manchester City Sanctions Ahead of Appeal

Manchester City face an imminent Premier League push for severe sanctions following their guilty verdict on 114 financial charges.

The Premier League Pushes for Punishments Ahead of Appeal

Weeks after an independent commission published findings that found Manchester City guilty of 114 of the 115 financial charges brought against them, the Premier League is pressing to have the club’s punishment announced before their appeal is decided. The charges, which span from 2009 to 2018, include accusations that the club’s commercial success was built upon sham contracts, sham agreements and sham commercial deals. Initially charged three years ago in February 2023, the club has faced 35 charges of failing to cooperate with investigations between 2018 and 2023, along with 54 charges of failing to provide accurate and up-to-date financial information between 2009 and 2018. Additional counts comprise 14 charges for failing to provide accurate financial reports regarding player and manager compensation, seven charges for breaching Profit and Sustainability Regulations between 2015 and 2018, and five charges of breaching Financial Fair Play regulations between 2018 and 2023. Investigators also alleged that the club utilized secret contracts with managers that enabled the misreporting of expenditure.

While City have formally appealed the verdict—lodging their appeal on Thursday, October 1—legal experts and financial analysts point out that the preparation time required for a full liability appeal is substantial.

Legal Battles Over Stays of Execution and Relegation Risks

Legal representatives for the club are expected to seek a stay of execution should the independent commission hand down severe sanctions. Football finance expert Stefan Borson noted that implementing an irreversible penalty such as relegation before an appeal concludes could invite claims of irreparable damage, with City expected to argue that the risk of irreparable harm demands adequate time to review all arguments during the appeal process.

Sports lawyer Dan Chapman explained that the practical difficulties associated with immediate punishment would weigh heavily on any decision over whether to stay sanctions. Questioning how any governing body could relegate or expel a team only for an appeal to overturn the decision months later, Chapman described the prospective outcome as chaos on an unprecedented level. The same three-person panel that heard evidence across a 42-day hearing in 2024 will preside over the upcoming sanctions hearing, where prosecutors from the Premier League will present recommended punishments while the club’s legal team makes its case.

Manchester City Denies Wrongdoing Ahead of Five-Day Appeal

Manchester City continue to forcefully plead their innocence throughout the process and deny all wrongdoing. Under new rules introduced by the Premier League for the season, an appeal must be heard within 12 weeks of being lodged. The appeal process cannot involve the introduction of new evidence or the calling of witnesses, and the hearing is restricted to a maximum duration of five days. Following the conclusion of the hearing, a verdict must be issued within the subsequent 30 days.

If City lose the appeal, they are widely expected to challenge the matter in the High Court by arguing that the entire process has been unfair. Any potential decision to expel the club from the Premier League would require a formal vote among member clubs.

City Faces Heavy Points Deduction and Possible Title Stripping

Previous financial rule breaches by other clubs offer a baseline for comparison, though observers expect City’s penalties to be significantly heavier. Reports from the Daily Mail indicate that the most probable sanction for City is a swingeing points deduction severe enough to make relegation a certainty, with some projections citing an estimated 60-point penalty based on the calibre of the start made by Enzo Maresca’s side this season. Additional prospective penalties mentioned in reports include massive financial fines, transfer restrictions, and the potential stripping of past titles, alongside possible compensation lawsuits from affected clubs.

At the same time, Independent Football Regulator chair David Kogan stated that his independence is absolute and confirmed he would resign if subjected to political pressure regarding the regulatory response to the case. Kogan noted that the regulator holds powers to determine whether owners such as those representing Manchester City satisfy fitness tests related to integrity, honesty, and financial soundness, with the authority to force a club to be sold if an owner fails.

Meanwhile, the secretary of state for digital, culture, media and sport, Lisa Nandy, remarked that recent findings concerning the financial health of the sport had blown the doors off the game, urging authorities to consider the data for the benefit of fans and local communities.
