Recruiting replacement workers for childcare leave becomes easier

Public institutions with well-equipped infertility leave and flexible work systems for childcare will be able to receive higher scores in next year’s management evaluation. Related systems will also be changed so that public institutions can sufficiently recruit replacement workers for those on parental leave.

On the 10th, the Ministry of Strategy and Finance held a public institution operation committee chaired by Second Vice Minister Kim Yun-sang and announced that it had finalized the ‘system improvement plan for work-family balance in public institutions’. An official from the Ministry of Strategy and Finance explained, “The intention is to establish a culture of work-family balance starting from the public sector and spread it to the private sector.”

First, the government decided to create a separate indicator for ‘efforts to balance work and family life’ in the management evaluation of public institutions. The current ‘organization and human resource management’ (2.5 points) item is separated into ‘organization and human resource management’ (2.0 points) and ‘efforts to balance work and family’ (0.5 points). Previously, even if efforts to balance work and family were lacking, if efforts were made to develop human resources, one could receive a good score in the corresponding item. However, from now on, efforts to balance work and family will be evaluated separately. At this time, we plan to look into whether infertility leave or special childcare time during childcare period were appropriately provided. For public enterprises and quasi-governmental organizations, performance bonus payment rates are determined differently depending on the grade received in the management evaluation. The lowest grades receive no performance bonus at all.

The government also decided to recognize the excess number of employees for up to 5 years even if the number of employees exceeds the quota due to the hiring of replacement workers for those on parental leave. Previously, it was only recognized for three years, but it was extended for two more years. This is a measure to ease the burden of vacation for pregnant or giving birth employees and to make it easier to hire sufficient replacement workers. It was also decided to consider a plan to partially grant a separate quota if the number of people on childcare leave exceeds the number of people retired at retirement age over the next five years.

Public institutions that have more employees than their quota and spend a lot of labor costs receive points deductions in management evaluations. Accordingly, public institutions have not hired replacement workers even if there is a gap in work due to those on childcare leave, unless there is someone who will leave the company within three years.

The government also plans to specify various personnel systems related to childbirth and childcare, such as special leave for childcare time and infertility leave, in public institution guidelines, and also add the job retention rate of those on childcare leave to the disclosure items.
