Russian President Vladimir Putin approved a list of instructions for the development of unmanned aerial systems in the country, the corresponding document is published on the Kremlin website.

In accordance with the document, the government was instructed to form a commission on the development of unmanned aerial systems by February 15, which will deal with tasks related to the development, production, certification and operation of unmanned aerial systems, the development of the necessary infrastructure, etc. The commission was instructed to head First Deputy Prime Minister Andrei Belousov.

By June, the Cabinet of Ministers needs to approve a strategy for the development of unmanned aircraft in Russia for the period up to 2030 and for the future up to 2035, which should identify priority areas for the development of unmanned aircraft, the parameters of this market, annual targets for the development of unmanned aircraft, as well as a list activities, volume and sources of their financing.

By April, the government was also instructed to prepare a plan for the state civil order for domestic drones until 2030, which provides for an increase in the supply of civil and special-purpose unmanned aerial systems to meet the needs of federal executive authorities, state corporations, state-owned companies and companies in which the Russian share exceeds 50%.

In addition, the Cabinet of Ministers was instructed to determine the categories of airspace zones depending on the level of its availability for drone flights, the parameters for the use and characteristics of drones, which are mandatory equipped with equipment designed for automatic collision avoidance. Also, to create a unified infrastructure for controlling drones, it is necessary to allocate frequency bands for them, the document says.

Putin instructed the government to create a system of research and production centers for testing and competence in the development of drones accredited by the Federal Air Transport Agency, including on the basis of the autonomous NGO Platform of the National Technology Initiative, as well as to create a specialized certification system for drones and their components.

By September 1, the government was instructed to approve the national project for the development of unmanned aerial systems for the period up to 2030. It should include measures for the development and mass production of unmanned aerial systems and their components, means of protection against the illegal use of such systems, the development of the necessary infrastructure, stimulation of demand, etc.
