The Russian Federation Council announced that President Vladimir Putin proposed appointing Andrei Belousov to the position of Minister of Defense.

The Russian Federation Council said in a statement published on its Telegram channel on Sunday that it had received a set of proposals from President Vladimir Putin regarding a number of candidates for the positions of ministers and heads of federal departments.

According to the statement, Putin proposed appointing Andrei Removich Belousov as Minister of Defense, replacing the current Minister Sergei Shoigu.

Putin also proposed appointing Sergei Yevgenievich Naryshkin as director of the Foreign Intelligence Service, and appointing Vladimir Alexandrovich Kolokoltsev as Minister of the Interior.

Kremlin spokesman Dmitry Peskov said that Putin decided to have a civilian head the Russian Defense Ministry, so that the ministry would be open to innovation and pioneering ideas.

Since January 21, 2020, Belousov has served as First Deputy Prime Minister of Russia Mikhail Mishustin, and from April 30 to May 19, 2020, he served as Acting Prime Minister.

Putin also issued a decree appointing Sergei Shoigu, who was Minister of Defense, as Secretary of the Russian Security Council, replacing Nikolai Patrushev.

Kremlin spokesman Dmitry Peskov said that Shoigu, in addition to his appointment to the position of Secretary of the Security Council, will also hold the position of Russian Deputy Chairman in the Military Industrial Committee and supervisor of the work of the Federal Service for Military-Technical Cooperation.

The Kremlin spokesman added that Chief of the General Staff of the Russian Armed Forces, Valery Gerasimov, will continue to serve in his position.

Peskov told reporters: “As for the military component (in the Russian Ministry of Defense), the military component is always within the jurisdiction of the Chief of the General Staff, and it will continue its activities (Valery Gerasimov), and there are currently no changes in this regard.”
