A bipartisan funding package championed by Chief Deputy Whip Guy Reschenthaler (R-PA) has passed the House of Representatives, allocating $199 million towards critical infrastructure and law enforcement improvements in southwestern Pennsylvania. The legislation, part of the Fiscal Year 2026 (FY 2026) Commerce, Justice, Science; Energy and Water Development; and Interior and Environment Appropriations Bill, now moves to the Senate for consideration.
The funding represents a significant win for the region, addressing long-standing needs in waterways, infrastructure, and public safety. According to a statement released by Reschenthaler’s office, “Southwestern Pennsylvania’s waterways, infrastructure, and public safety systems are critical to our regional economy and quality of life.” He further emphasized that the package “delivers $199 million I requested to modernize our locks and dams, strengthen local infrastructure, and support law enforcement,” expressing optimism for its swift enactment into law.
Investing in Waterways and Infrastructure
The largest portion of the funding, $183.8 million, is earmarked for the continued construction of the Montgomery Lock and Dam on the Upper Ohio River. This project is vital for maintaining navigable waterways, facilitating commerce, and supporting the regional economy. An additional $7.4 million will be dedicated to operations and maintenance on the Lower Monongahela River, specifically focusing on Locks and Dams 2, 3, and 4.
Beyond the river systems, the appropriations bill also addresses critical land-based infrastructure needs:
- $2,250,000 for the Greene County Water Line Expansion.
- $2,250,000 for the Westmoreland County Transmission Line Replacement.
- $1,750,000 for the North Fayette County Municipal Authority’s Water Main Replacement Project.
- $937,000 for the Ohiopyle Borough Sewage Treatment Plant Expansion.
These investments aim to modernize aging systems, improve service reliability, and enhance the quality of life for residents across the region.
Bolstering Law Enforcement Capabilities
Recognizing the importance of public safety, the legislation also allocates $643,355 for a technology upgrade for the Westmoreland County Law Enforcement. This funding will equip officers with the tools they need to effectively combat crime and ensure the safety of the community.
Continued Commitment to Southwestern Pennsylvania
This latest funding success builds upon previous appropriations victories for the region. On November 12, 2025, President Trump signed a three-bill appropriations package into law, which included six additional projects and $6.5 million for southwestern Pennsylvania. Reschenthaler’s dedication to securing federal funding for his constituents has been recognized, as he was identified as the third-highest recipient of Community Project Funding in the FY 2026 appropriations process. His service on the House Appropriations Committee since 2021 has undoubtedly played a crucial role in advocating for the region’s needs.
The passage of this bill marks a significant step towards strengthening southwestern Pennsylvania’s infrastructure, bolstering public safety, and fostering economic growth, with the final outcome resting with the Senate’s consideration of the legislation.
